The City of Woodinville is recruiting for a Senior Engineer to lead some very big and mission-critical capital projects.  There will also be opportunities to play a big role in short- and long-range planning efforts.  Join our team of dedicated public servants to help ensure a safe, attractive, and enjoyable environment for Woodinville's citizens, visitors, and workers alike.

This position is open until filled, with the first review of applications early February.  The City is hopeful that the new employee will join the City's team on Tuesday, March 1.

The most qualified candidates will be able to communicate and collaborate with a variety of internal and external stakeholders, collect and assemble data, create and decipher technical studies and analyses, conduct engineering designs, support and coordinate permitting.  Overall, this position will have a high degree of independent judgement in resolving technical problems and administering projects in accordance with codes and policies.

POSITION SUMMARY:

The primary duty of this position is to manage assigned capital improvement and operations and maintenance projects. Responsibilities include developing scope of work, performing or directing engineering decisions, managing contracts and consultants, and overseeing expenditures. Requires a high degree of independent judgement and action in planning projects, resolving technical problems, and administering projects within the framework of established policies. Supervises assigned staff; and responds to citizen and contractor inquiries.

 ESSENTIAL FUNCTIONS:

1. Perform a variety of project engineer/project manager tasks in support of multiple and diverse capital projects including streets, facilities, parks, and stormwater in conjunction with other Staff and the Public Works Director.

2. Manage assigned projects during all phases of the project. Develops and meets scopes, schedules, and budget objectives for assigned projects; supervises activities of assigned engineering and support staff; manages contracts and supervises the activities of consultants and contractors.

3. Performs field work and construction inspection, which include documentation and making engineering decisions on field decisions or change orders.

4. Prepares consultant solicitation materials and selection criteria. Participates in the solicitation and selection of design consultants.

5. Perform project engineering, including written project bid, award and acceptance activities, analysis, plans, specifications, and estimates. Prepares project analyses, reports, environmental reports, correspondence, and legal/boundary research.

6. Educates and collaborates with the Engineer positions pertaining to site developments and right-of-way work during the permit review and construction process.

7. Reviews and collaborates on interlocal agency agreements with various agencies.

8. Assists in the preparation of short- and long-range capital planning; seeks and secures grant funding for capital projects; manages state and federal grants; tracks and monitors grant and mitigation funds.

9. Organize and lead public meetings for design and construction projects.

10. Review design plans and field surveys for accuracy, practical application, and to ensure that all components necessary for project completion are present to bid the job.

11. Assists in the mentoring of junior staff.

MINIMUM QUALIFICATIONS:

Education, Experience, and Training:

Bachelor’s degree in Civil Engineering, Construction Management or related field, and five years of increasingly responsible engineering experience. Must possess a valid Washington State driver's license. Washington State Professional Engineer License required.
