ABOUT THE POSITION: Spokane Valley is seeking a highly qualified and enthusiastic employee to serve our City as a regular, full-time Plans Examiner in our Community and Public Works Department. The ideal candidate will have exceptional professional skills, and a strong desire to provide superior service to both internal and external customers.

SELECTED EXAMPLES OF DUTIES: Reviews current trends and developments in the field of construction; evaluates, recommends improvements, and prepares revisions to codes, ordinances and local regulations; examines building proposals to determine compliance with code requirements; explains, interprets, and provides guidance regarding applicable codes to architects, engineers, contractors, developers, owners and other interested parties; reviews and evaluates proposed building plans and specifications blueprints to insure proposed construction complies with building, plumbing, mechanical, fire, environmental, flood hazard, design, energy, barrier free requirements, grading, filling and related codes; researches problems and complaints regarding commercial and residential buildings, building construction and code compliance; resolves complex and sensitive customer service issues; coordinates plan reviews, inspections, and enforcement actions; maintains complete and accurate records of approved plans; and other duties as may be assigned.

DESIRED MINIMUM QUALIFICATIONS: Education and Experience: Graduation from high school or GED supplemented by two (2) years post-secondary education in building technology, construction management, mechanical, plumbing or building construction, and two (2) years of experience in building inspection, plan review, general construction or related fields. An equivalent combination of education and experience may be considered. Necessary Knowledge, Skills and Abilities: Thorough knowledge of state adopted codes and a broad knowledge of carpentry, electrical, concrete, mechanical or plumbing work; skill in applying knowledge of international building codes as well as local zoning and land use regulations; ability to establish effective working relationships with contractors, developers, architects, engineers, owners, and the general public; ability to read and understand complicated plans and blueprints; ability to communicate effectively orally and in writing.

SPECIAL REQUIREMENTS: Must possess a valid State driver's license or have the ability to obtain one prior to employment. ICC certification as a plans examiner and/or equivalent legacy certifications. Successful completion of a background check, including employment history and a criminal check, is a requirement of employment at Spokane Valley.

SALARY: The salary range for this position is in Grade 14. Compensation rate is $28.77/hour - $40.65/hour. This is a full-time, represented, FLSA non-exempt position.


BENEFITS: Health benefits are provided through the Association of Washington Cities Employee Benefit Trust. The City currently provides medical, dental, life, long-term disability, vision, and employee assistance benefits. Ten paid holidays, vacation, and sick leave. The required retirement system of the City is Washington Public Employee’s Retirement System (PERS) which requires an employee contribution. In addition, employees have the option of signing up for a 457 deferred compensation plan with the City. The City does not participate in Social Security. However, the City has adopted an ICMA-RC 401(A) Social Security substitute plan which requires an employee contribution. Additional benefits include continuing education and training. All positions in the City are considered at-will.
