Department: Public Works

Title: Senior Financial Analyst

FLSA: Exempt

Bargaining Unit: MAC (non-represented)

Reports To: Public Works Director


SUMMARY: The role of the Senior Financial Analyst conducts complex financial, budgetary, and compensation analysis that facilitates key decision making. Coordinates and prepares budgets, grants, and management reports. Performs these duties with a focus on Public Works department subject matters.

Essential duties and responsibilities may include, but are not limited to, the following:

• Monitors Public Works department budgets and develops monthly and yearly budget status reports.
• Performs a variety of complex analysis of financial issues and develops recommendations for Public Works and Finance & Administration department management.
• Coordinates with department staff to prepare department budgets.
• Serves as department’ grant administrator to include researching, writing, monitoring, and reporting of all department grants.
• Provides training and technical assistance to department staff on financial matters.
• Provides compensation cost analysis to support management during labor negotiations and during the budget process.
• Conducts required audits of department funds and assets and monitors compliance with City financial and purchasing policies and procedures.
• Develops processes and spreadsheets to assist with forecasting needs and monitoring budgets.
• Coordinates and prepares budget submittal and follows process from development through City Manager review and Council hearings including preparation of special reports and attendance or presentations at Council or other meetings relating to budget or financial matters.
• Compiles and coordinates periodic reports to management on status of expenditures, revenues,
and other financial issues.
• Conducts a variety of budget analysis projects and reconciliation of accounts. Monitors revenue and expenditure accounts and prepares correcting journal entries if needed. Assembles revenue and expenditures data and analyzes trends.
• Supports Finance & Administration and other departments to develop the six-year capitol
improvement program and amendments. Develops forms and instructions for use by the department. Reviews departmental materials for accuracy, completeness and consistency. Ensures recommended CIP projects are helping to fulfill adopted Citywide policies.
• Develops, assists in the development and/or monitors various fee and rate studies and models used by the department.
• Conducts special studies and analyses related to the department’s operations and services.
• Coordinates and prepares grant applications to include writing narratives and determining costs. Maintains the fiscal records for grant funded projects to comply with auditing standards and requirements.
• Prepares and maintains a variety of complex and statistical and financial reports related to federal,
state, and local grants, ensuring reports are completed and submitted according to deadlines established by the funding source.
• Performs other duties as assigned.

MINIMUM QUALIFICATIONS:

Education and Experience:
Four-year degree in Public Administration, Business Administration, Accounting, or closely related field and four years increasingly responsible experience in budget and financial analysis, accounting, or similar financial field, preferably in a local government setting. Master’s degree preferred.

Knowledge, Skills, and Abilities:
1. Knowledge of financial management principles and practices and department goals, policies, and technical operations.
2. Extensive knowledge of municipal budget practices and related analytical techniques. Knowledge of economic indicators, forecasting techniques, research methods, and data processing capabilities applied to financial systems.
3. Ability to apply complex standards and formulas to analyze, forecast, and interpret comprehensive narrative and financial data. Ability to develop charts, graphs, and other explanatory materials as needed.
4. Advanced skill in the use of spreadsheet software and presentation graphics. Ability to effectively use automated financial systems.
5. Knowledge of governmental fund accounting, financial reporting standards, and City and State laws pertaining to municipal budgeting.
6. Ability to maintain confidences and routinely handle sensitive department materials.
7. Ability to develop and manage a project and to anticipate administrative and operational problems. Ability to formulate goals, analyze alternative solutions, and prepare funding recommendations.
8. Ability to work effectively with a wide variety of staff, directors, the City Manager, and the City Council.
9. Ability to prioritize tasks, elicit cooperation, resolve conflicts, and coordinate total efforts to accomplish a task.
10. Skill in responding to management information and fiscal reporting needs.
11. Skill in oral and written communications, including ability to make presentations to staff and the City Council.

Physical Demands and Working Environment:
Work is performed in a standard office environment.
