Description

GENERAL PURPOSE
Under the general direction of the Mayor and/or City Administrator, this position oversees the daily operations of community programs and/or facilities, which may involve administrative tasks, staff supervision, and facility maintenance and management. Develops, plans, and implements and manages the overall coordination of the Community Services programs.

ESSENTIAL DUTIES AND RESPONSIBILITIES

• Develops, plans, promotes, implements, and reviews a wide range of community programs Youth and Senior Services.
• Recruits, trains, and supervises participants, instructors, and contractors involved in programs.
• Monitors programs and/or facility budgets and tracks revenue and expenditures; writes and monitors grants, funding requests, and miscellaneous proposals.
• Knowledge of and ability to work with 501 C3 non-profit board and requirements.
• Develops public relations marketing strategies, presentation, and promotional materials.
• Drafts memos, briefs, contracts, and other correspondence as needed.
• Interacts with other service providers, sponsors, and City personnel on projects and programs.

This job description is not all-inclusive and there may be other duties as assigned by the Mayor.

SUPERVISION RECEIVED AND EXERCISED
Works as a department head, under the general supervision of the Mayor and/or the City Administrator. Exercises supervision over staff including temporary/seasonal employees and volunteers as assigned.

EDUCATION AND EXPERIENCE REQUIREMENTS
Four or more years of progressively responsible related experience in human/social services, programming recreation activities, or a related area or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.

KNOWLEDGE, SKILLS, AND ABILITIES
• Considerable knowledge of social service programs.
• Considerable knowledge of budget development and management.
• Knowledge of community resources available for youth and older adults.
• Ability to analyze complex office problems and develop and implement sound solutions
• Ability to establish and maintain effective working relationships with other employees, officials, community groups, and the general public.
• Ability to relate and work with a broad and varied population.
• Ability to interpret and apply policies and procedures to ambiguous situations.
• Ability to communicate effectively both orally and in writing.
• Skill in grant writing and administration.
• Skill in public speaking and customer service.
