GENERAL PURPOSE
Under the supervision of the Traffic Engineering Manager, this position serves as an in-house traffic/transportation engineer able to independently develop alternative engineering methods and detailed analysis based on sound professional judgment to make design or technical decisions on complex issues and interpret policy with general oversight or review. The Senior Engineer - Traffic position will assist with overseeing the transportation program, including participating in the planning, design, and implementation of complex public works capital improvement projects; assisting with establishing and implementing traffic engineering and operations programs; participating in and overseeing the review of new development proposals with respect to transportation-related issues; assisting with implementation and management of the City’s transportation concurrency and road impact fee programs; overseeing operation of the City’s Traffic Management Center; representing the City in coordinating with regional planning and funding agencies; assisting with the management and preparation of grant applications such as with King County, Puget Sound Regional Council (PSRC), and WSDOT; coordinating traffic issues with neighbor agencies; and responding to citizens’ traffic concerns and requests.
Each staff member is expected to perform a wide range of office and field duties as required from time to time.
SUPERVISION
The Senior Engineer - Traffic position works under the direct supervision of the City’s Traffic Engineering Manager.
ESSENTIAL DUTIES AND RESPONSIBILITIES
• Manage and update the City’s traffic models including frequent updates to inputs, field confirmation of operations relative to model output, and calibration with available data for real-world model comparisons.
• Manage and oversee the planning, design, and implementation of complex Transportation Improvement Program projects to meet the scope, schedule, and budget.
• Manage the operation of the Traffic Management Center and respond to traffic issues as they arise.
• Prepare engineering studies, plans, specifications, cost estimates, and schedules for traffic and transportation-related projects and oversee construction.
• Prepare and deliver presentations to various citizen and special interest groups, management staff, committees, other agencies, and regional forums.
• Monitor and identify deficiencies and problems in the transportation systems, investigate and prepare recommended solutions.
• Oversee, prepare, and manage consultant contracts for capital transportation projects or concurrency projects.
• Work with schools and parents regarding school zone safety and traffic improvement projects.
• Review engineering studies, plans, specifications, estimates and other engineering documents related to transportation and traffic for roads, bridges, and development projects for adequacy.
• Assist in the development of short, intermediate, and long-range transportation plans for roads, transit and non-motorized projects, programs and services and coordinates with other agencies and other City departments.
• Ensure projects are completed in compliance with applicable local, state, and federal laws, codes, specifications, and standards.
• Keep up to date on transportation funding programs, prepare grant applications, and represent the City in coordinating with and answering questions from various grant agencies.
• Represent the City’s interests by attending various meetings with citizens, developers, contractors, consultants, City departments, and outside agencies.
• Participate in the coordination of planning, resource allocation, and budget development to ensure efficient program performance.
• Respond to questions and requests from the public concerning traffic, street, and transportation-related issues.
• Coordinate work elements with in-house maintenance staff, contractors, government agencies, organizations, and the public.
• Assist with oversight and management to ensure efficient operation of the City’s traffic signal system.
• Respond to private development project issues and concerns related to concurrency and road impact fees.
• Responsible for project communications, maintaining project records, preparing pay estimates, and providing engineering expertise to resolve design and construction problems
• Perform other duties as may be assigned.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of:
• City organization, operations, policies, objectives, and budgeting.
• Interpersonal customer relations skills using tact, patience, and courtesy.
• Advanced knowledge and experience with transportation and traffic engineering, planning, programming, and operations principles, and of traffic-related models (e.g. Visum, SIDRA, Synchro).
• Transportation planning, concurrency, road impact fee process and procedures, familiarity with the Washington State Growth Management Act (GMA), mitigation payment systems, 6-year Transportation Improvement Plan, roadway classification systems, level-of-service establishment, etc.
• Principles, practices, and procedures of the civil engineering field of design including roadway design standards, construction practices, and materials.
• Project management tools and practices including preparation of contract documents, bidding and construction management, and grant application and management.
• Preparing and maintaining records and files including project/program records, equipment and material purchasing, and accounting.
• Writing grant applications and administering grant agreements for transportation-related projects and programs.
• Environmental review and permitting requirements for roadway design.
• Research techniques and procedures.
• Office practices, procedures, software, and equipment.
• Federal, state, and local regulations and standards; City policies and procedures; multi-modal transportation program planning, implementation, and management.
• Conflict resolution and negotiation.

MINIMUM QUALIFICATIONS
Requires Bachelor of Science in Civil Engineering; Washington State Professional Engineer’s (PE) license; minimum five (5) years progressive experience in design and construction of transportation projects, traffic engineering and planning, project management, policy development, traffic modeling, other related civil engineering areas (in either municipal or consulting setting), or any equivalent combination of education and/or experience. Valid driver’s license and a good driving record.
DESIRABLE QUALIFICATIONS
Previous municipal government traffic engineering operations, transportation program planning, development, implementation, and management experience. Familiarity with traffic and transportation-related City codes and standards.

Work is performed in both field and office settings. Hand-eye coordination is necessary to operate various pieces of office equipment. Position requires the ability to transport oneself to a variety of locations, primarily in and around the City of Sammamish and King County.
While performing the duties of this job, the employee is required to stand and walk; use hands to finger, handle, feel, or operate objects, tools, or controls; and reach with hands and arms. The employee is required to talk and hear. The employee must occasionally lift and/or move up to 25 pounds.
Work is performed outdoors and in the office environment and may involve travel to a variety of locations to perform site visit work to attend meetings. Specific vision abilities required by this job include close vision and the ability to adjust focus.
WORK ENVIRONMENT
While performing the duties of this job the employee divides his or her time between an outdoor and an indoor office environment, connected by travel in a vehicle on city streets and sometimes unimproved roads. Employee may be exposed to noise from basic office machine operation and may be required to walk rough terrain and climb inclines at work sites in inclement weather. May also be exposed to conditions and hazards associated with construction sites and potentially hazardous materials and equipment, fumes, or vapors.
Duties are performed both individually and as part of a work team. The work environment is fast-paced and moderately noisy. Attendance at night meetings and meeting project deadlines may require working evenings or more than forty hours per week.
