Description

South County Fire in Everett, WA is currently recruiting for a Financial Analyst. This position will remain open until filled with weekly candidate reviews beginning as early as Tuesday, August 17, 2021.

Summary: This position gathers, analyzes, interprets, forecasts, and maintains financial data for the organization. Responsibilities include performing a variety of accounting functions which require innovative problem solving and considerable initiative to support the financial activities of the organization. Under general direction from the Chief Financial Officer, this position performs a variety of accounting and analytical functions; assists in developing operational budgets; and prepares a variety of financial reports as needed.

Supervisory Responsibilities: None.

Essential Job Functions:
Performs professional-level accounting, finance, and budget functions and analysis for the Finance Division.
Serves as a technical resource on a variety of finance and budget issues.
Creates, updates, and monitors various projects; conducts analysis and project cost reviews including Federal, State and Local Grants.
Develops appropriate financial models for specific projects.
Assists in the preparation of financial reports, including research and data analysis, revenue and expense allocation, supporting documentation, schedules and other supplemental information in accordance with the Budgeting and Reporting System (BARS) as prescribed by the State Auditor’s Office.
Assists in the formulation of the budget documents; prepares budget requests and forecasts operating expenses and revenues; compiles budgets for functional areas; researches and analyzes data; assists in resolution of budget issues and requests for information; provides assistance to functional areas; performs management-level analysis of complex financial and budgetary issues.
Makes recommendations and offers guidelines that support departmental objectives and improve performance; recommends changes in analysis and budgetary methods and procedures.
Provides back-up assistance to the Chief Financial Officer including cash management.
Performs complex account balancing reconciliations.
Monitors financial internal controls and policies. Position may assist with the development of the functional area internal controls and policies.
Trains and assists clerical staff in financial related tasks and procedures to include reviewing work processes and product.
Performs related work and other projects as assigned.
Regular attendance required.
Required Knowledge, Skills and Abilities:
Knowledge Of:
Accounting principles and practices and financial accounting systems.
Municipal, state, and federal statutes, ordinances and codes, and Washington State Budgeting, Accounting, and Reporting System.
General office equipment and procedures.
Skills and Ability To:
Excellent communication skills including written report preparation and effective oral communication; ability to explain existing policies, practices, and procedures; ability to communicate effectively with staff.
Use complex financial/accounting/budgeting formulas, procedures, and principles.
Prepare, analyze, and interpret financial records and reports using specific accounting and auditing procedures.
Work under pressure with frequent interruptions to meet stringent deadlines.
Effectively work with management team and employees as well as government agencies and the general public.
Maintain confidentiality and discretion when handling sensitive, personal and personnel information.
Experience and proficiency in various computer software applications, such as Microsoft Office Suite, Springbrook and Kronos Workforce Ready and Kronos Telestaff.
Be flexible and work independently.
Excellent organizational and multi-tasking skills.
Additional Requirements:
Education and Experience: Bachelor’s degree in accounting, finance, business administration or finance-related field AND a minimum of two years of related experience, or any equivalent combination of education and experience that would provide the required knowledge, skills and abilities to perform the essential duties listed above. Prior experience in local government finance and experience with payroll preferred. Must pass a formal criminal background check as required by RCW 43.43.830.

Physical Demands: Office activities require ability to sit for long periods of time and move throughout the office; ability to perform manipulative skills required for word processing and data entry; ability to lift and carry various office/training supplies and equipment (up to 20 pounds); ability to stoop, kneel and bend; ability to read computer screen, various documents and forms; hearing and speech abilities to effectively communicate and perform duties. Incumbent must be able to effectively operate computers, related software, printers, 10-key calculator, fax machine, multi-line telephone system, copiers, and postage machine.

Working Conditions: While most of work time is spent in an office setting, occasional travel required to County Courthouse, banks, meetings and trainings. Work is performed in a fast-paced office environment with frequent interruptions requiring close attention to detail. Majority of work centers on technically complex office systems and procedures, including advanced accounting, data entry, database management and related paperwork and organizational skills.
