The City of Auburn, a thriving municipality in the Puget Sound area, is seeking a Emergency Manager in our Administration Department. This position is responsible for ensuring that the City remains in compliance with federal, state, and local laws, regulations, and guidelines related to emergency management; pursuing and administering emergency management grants related to program needs and post-disaster reimbursement; advising City administration and department heads on emergency management issues; ensuring necessary training is conducted and appropriate certifications/qualifications are obtained by City Staff; representing the City at appropriate meetings; and administering the City’s emergency management budget.

OUR CITY
The City of Auburn is home to over 80,000 residents and encompasses over 29.8 square miles of land, two rivers, and is part of two counties - King and Pierce. The City operates as a Strong-Mayor form of Mayor-Council government, with a City Council of seven at-large members.

OUR ADMINISTRATION DEPARTMENT
The Administration Department is co-located with the Mayor’s Office, City Council, Communications/Multimedia, Facilities and Emergency Management.

Primary Duties

  • Reviews, updates, and implements the Comprehensive Emergency Management Plan (CEMP) as required under RCW 38.52., the Hazard Mitigation Plan (including vulnerability analysis) as required under the Disaster Mitigation Act, the Disaster Recovery Plan, and other plans that may be required by law or regulation.
  • Chairs the City’s standing Emergency Management Committee and coordinates the activities of the Emergency Compensation Board; attends and actively participates in a variety of local, regional, and state meetings that further the City’s emergency management interests.
  • Possesses and maintains a working knowledge of federal, state, county, and local laws and rules that pertain to emergency management, including RCW 38.52, Stafford Act, National Response Framework, WAC 118-30, HSPD 5, and HSPD 8; and works to incorporate these and other industry standards into emergency management program activities, ensuring compliance with those that are regulatory.
  • Evaluates the Continuity of Operations Plans (COOP) for each City department, identifies deficiencies and works with the appropriate department to correct deficiencies; ensures that department plans are coordinated and integrated and that employees in each department have the training necessary to carry out their designated functions during a disaster.
  • Serves as the City’s National Incident Management System (NIMS) Compliance Officer, ensuring citywide compliance, and filing appropriate state and federal compliance reports.
  • Supervises division staff, non-benefitted staff, volunteers, and contract personnel; evaluates the performance of assigned staff; assigns and prioritizes duties; counsels and issues discipline; issues formal recognition for personnel as appropriate; evaluates and implements training needs; evaluates staffing requirements; and recommends hiring employees, as approved through the budgetary process.
  • Acts as the City’s designated applicant agent for presidentially-declared disasters; acts as the point of contact for FEMA and Washington State EMD during the documentation and reimbursement process.
  • Ensures the City maintains the National Weather Service StormReady certification.
  • Coordinates and supervises a variety of disaster-related volunteer programs, including Emergency Communications and Community Emergency Response Teams.
  • Establishes the City’s exercise plan and prepares, organizes, and coordinates disaster training exercises and drills to test readiness and effectiveness of the CEMP; facilitates post-exercise debriefings and critiques.
  • Plans, organizes, facilitates, and teaches a variety of classes including, but not limited to, public education, employee education, and NIMS/ICS classes.
  • Develops and maintains relationships with schools, hospitals, churches, and the business community to encourage emergency preparedness and disaster recovery planning; and ensures that plans created by those entities work in concert with the City’s various emergency management planning documents.
  • Manages the City’s Emergency Operations Center (EOC) during activations.
  • Ensures the City is party to appropriate local, county, regional, and statewide mutual aid plans.
  • Due to internal and external customer service needs, the incumbent must be able to work a full-time schedule, onsite and offsite (appropriate City worksites). Participates in an emergency management on-call rotation. During such assignment, must be available within general geographic area and capable of responding within specified timeframe; respond to emergencies and work evenings and weekends when required by special circumstances.

Minimum Qualifications

  • Bachelor’s Degree in Public Administration, Emergency Management, or related field
  • Three (3) years’ experience in emergency management, disaster preparedness, or related field
  • Any combination of education, experience, and training that would indicate that the candidate could complete the primary functions of the position in a satisfactory manner
