SUMMARY
This position performs a variety of engineering assignments in design, construction, or land development which require the application of standard engineering principles and methods. Work may involve performing design work, reviewing design work for capital projects, or reviewing construction plans for private development to ensure compliance with municipal regulations and design standards. Technical guidance regarding interpretation of engineering standards and applications is provided by a licensed professional engineer.
The work performed by this position requires incumbents to apply professional knowledge and expertise as well as established guidelines and alternatives to make non-routine judgments and recommendations to management regarding complex issues; incumbents operate independently and select appropriate methods to accomplish project assignments.
EXAMPLES OF JOB DUTIES:

- Prepares a variety of written documents, such as correspondence, work activity reports, plan comments, memoranda, and project manuals.
- Responds to inquiries from internal and external customers that may require application of engineering skills to solve problems; participates in internal and public meetings, including giving public presentations or making recommendations, regarding assigned projects.
- Conducts field investigations/site visits related to project design or review.
- May perform special projects related to program area, such as developing a permit tracking system or recommending revisions to engineering standards.
- Reviews development applications to ensure compliance with applicable development regulations, engineering design and development standards (EDDS), plans and policies.
- Reviews construction plans for residential, industrial and commercial projects to ensure compliance with municipal regulations and design standards for water, sanitary sewer, roads, and storm water drainage; coordinates plan review with other city departments.
- Conducts final plat, short plat, and binding site plan reviews to ensure compliance with city codes and project conditions.
- Reviews studies and technical reports related to development proposals, such as drainage reports, traffic studies and geotechnical reports, for consistency with municipal regulations and design standards.
- Respond to routine inquiries regarding city land use codes and Engineering, Design and Development (EDDS) standards at the counter, over the phone, in writing, via email, and at formal and informal meetings.
- Provides information to the general public, other jurisdictions, and private officials regarding the city’s land use regulations on the telephone and at the customer service counter.
- Reviews, analyzes, and assists in implementing permit applications from application to issuance, including determining completeness of application and conformity with capital infrastructure comprehensive plans and policies, regulations and codes; inspects and evaluates properties to determine physical characteristics of adjoining land uses and infrastructure; negotiates redesign as appropriate; prepares and schedules cases for public hearings; and reviews final site plans and modifications.
QUALIFICATIONS:
A combination of the experience, education, and training listed below which provides an equivalent background to perform the work of this position.
Experience:
- Three years progressively responsible experience performing design work and/or reviewing design work for residential, commercial, and capital development projects. Education and Training:
- Bachelor of Science degree in civil engineering or related field, such as construction management.
Licenses or Certificates:
- Engineer in Training (EIT) certificate or a combination of education and experience that provides equivalent knowledge.
- Washington State Professional Engineer license preferred.
- Must possess, or have the ability to possess within one month of hire date, a Washington State driver’s license.

Work is perform ed mostly in an office environment with some time spent outside in the field in a variety of weather conditions. While in the field, the employee must stand or walk on variable surfaces including hard, even surfaces and uneven ground, as well as sloped embankments. Employee occasionally works in the right of way or construction sites and may be exposed to physical hazards such as moving traffic and heavy construction equipment. The employee is occasionally exposed to fumes or airborne particles.
