Description

Manages and maintains operational readiness and integrity of the WWTP SCADA network, Microsoft Windows operating system, computerized maintenance management system and Microsoft Office applications. Analyzes and resolves network problems as needed. Provides desktop support for networked personal computer systems, printers, peripherals and their related software applications.

REPRESENTATIVE ESSENTIAL DUTIES and RESPONSIBILITIES (Note – this list is

intended only to illustrate the various types of work that may be performed. The omission of specific statements does not exclude them from the position.)

Works closely and coordinates with the City of Bremerton Asset Manager and will be responsible for the organization and management of WWTP inventory.

Performs maintenance activities at Wastewater Treatment Plant, Eastside UV/CSO facility, lift stations and odor control stations as required, and provides support during maintenance projects.

Develops and maintains the CMMS (computerized maintenance management system) for all wastewater equipment, spare parts inventory, asset control, machinery history and preventative and corrective maintenance work order databases. Provides technical assistance and network support for maintaining and upgrading the WWTP and sewage pump station SCADA systems, and researches and evaluates new technology components for addition and/or modification of existing network.

Administers and coordinates all server(s) and Microsoft Server Programs; DHCP, Systems Management Server, SQL servers and other Microsoft programs

Ensures continuous uninterrupted operation of the WWTP computer network for SCADA alarm, data collection, and retrieval and reporting.

Diagnoses and resolves systems, hardware and network problems relating to interfaces between hardware and software components. Works with City departments, CenturyLink, Comcast, and

other vendors to ensure system reliability. Provides assistance in troubleshooting problems and in training department personnel in the use of the CMMS program.

Installs, upgrades and supports server-hosted software applications. Diagnoses and resolves software and hardware issues, and maintains network servers, workstations and peripherals, repairing problems onsite or arranging for repairs through outside vendors.

Performs weekly inspections of sewage pump stations and records integral data; performs inspections of the motors, pumps, valves and process equipment. Performs required preventative maintenance on equipment. Supports maintenance activities and fills in for maintenance staff as needed.

Performs janitorial duties at the WWTP, lift stations, and odor control stations.

QUALIFYING EDUCATION AND EXPERIENCE (MINIMUM REQUIREMENTS):

Bachelor of Science degree in Computer Science or related field is desired. Two (2) years’ experience in maintaining and operating networked hardware and software, two (2) years’ experience with a CMMS, and two (2) years’ experience in the wastewater/water industry; or, any combination of experience and education which provides the applicant with the desired skills, knowledge and abilities to perform the work.

Special Requirements
• Valid Washington State Driver’s License
• Requires working standby with a callback on a 24-hour basis.
• Must be able to obtain a Washington State CPR/First Aid Certificate within 12 months of hire.
• Must be able to obtain Rigging, Flagger’s and Boom Truck Certificates within 12 months of hire.
• A Washington State Wastewater Treatment Plant Group I license is desired

Knowledge of:
• Detailed knowledge of CMMS, including work orders, parts inventory and equipment history databases.
• Individual process equipment associated with a sewage pump station and wastewater plant, to include PLC’s (programmable logic controllers) and motor controls.
• Wastewater process control systems.
• Motors, motor starters and motor control systems.
• Potential mechanical and electrical hazards, and required safety precautions.
• SCADA and telemetry systems.
• Microsoft computer network operating systems and their components, functions and capabilities including TCP/IP and DHCP protocols, remote management/monitoring systems, hubs and network cabling.
• Multi-user/multi-tasking computer systems. Relational database models and issues related to database maintenance. Operations of computers and peripheral equipment.
• System analysis and troubleshooting techniques.
• Network administrative skills.

Ability to:
• Ability to operate individual process equipment associated with a sewage pump station and wastewater plant, to include PLC’s (programmable logic controllers) and motor controls.
• Operate all tools and equipment associated with normal operations and repairs in the wastewater treatment plant, ESTP, odor control stations, and lift stations.
• Operate sewage pump stations.
• Conduct emergency repairs while in an on-call status.
• Communicate effectively both in writing and verbally.
• Analyze, diagnose and maintain complex databases, programs, servers and operating systems.
• Design and maintain computer network systems utilizing existing materials.
• Formulate alternatives, cost estimates, priorities and recommendations.
• Read and interpret blueprints, diagrams and charts.
• Work independently with minimal supervision and continuously for long periods of time.
