Scope of Job Duties: To be considered for this opportunity, you must at a minimum demonstrate skill and ability to: Guide the development and implementation of the Road Services Division enterprise planning work products- including business plans, budgets, and annual implementation plans - by working collaboratively with Roads staff and management, department and County leadership, and other county agencies and stakeholders; Responsibly manage and comply with all relevant laws, regulations, and County policies as they relate to the Road Services Division strategic priorities and initiatives, and develop objectives, timeframes, deliverables and assessment criteria; Provide leadership in the development of strategies and actions to improve efficiency, performance, and identification of future operational resources; Serve as a strategic advisor to the division director and core leadership team on policy, planning, and business administration issues; Oversee the development and implementation of performance management systems that help guide decisions-making and facilitate internal and external communications; Promote and implement county/agency goals, vision, best run government strategies, workforce management principals, and performance measures;
We are looking for candidates who: Are experienced in strategic and business/financial planning as a leader in an operating organization OR any combination of education and experience necessary to perform the scope of job duties; Can manage and lead multidisciplinary projects/programs and teams, developing and accomplishing work plans and evaluating success by measuring results; Have a genuine collaborative and consultative style in their approach to their work, understands the importance of building effective relationships with team members and stakeholders; Have excellent interpersonal skills and is very politically savvy with an effective communication style using tact and diplomacy in all situations; Are able to lead a changing culture within an emerging LEAN organization focused on continuous improvement; Are passionate about including equity and social justice into their everyday work; Are knowledgeable about capital program and budget development and monitoring; Be culturally aware and comfortable having complex and challenging discussions about race and diversity in the workplace. Be sensitive to managing differences and building bridges; Are able to manage competing community-based and political interests where goals may conflict with budgetary constraints; Are skilled and comfortable using a variety of technology, including; office productivity suite, SharePoint, and other internet-based tools in their daily work (The county uses Microsoft Office), and are able to review and edit legislation, reports, and other various communications targeted to a diverse audience.
