Description

Under direct supervision, performs skilled work in the preventative maintenance, repair, overhaul, modification, removal, and installation of equipment and facilities at the City of Bremerton's Class IV secondary wastewater treatment plant (WWTP), Eastside UV/CSO plant (ESTP), lift stations, and odor control stations; to include but not limited to mechanical, electrical, instrumentation and controls and computer and telemetry systems. Make necessary adjustments to ensure compliance with state and federal standards, and NPDES permit.

REPRESENTATIVE ESSENTIAL DUTIES AND RESPONSIBILITIES:

Performed Under Direct Supervision:
• Troubleshoots, performs repairs or overhauls, including but not limited to, various pumps, compressors, blowers, engines, boiler, valves, piping. Diagnoses component/system problems.
• Researches, plans, and organizes, and prioritizes jobs including coordination with vendors, contractors, and City departments, ordering parts and equipment and manage jobs to completion.
• Performs corrective maintenance and non-routine troubleshooting of structural, mechanical, and electrical features to include but not limited to bearings, mechanical seals, bushing replacement, shaft inspection for wear, and recognition of out-of-alignment and imbalance conditions.
• Performs preventative maintenance such as inspections, adjustment alignment, cleaning, lubrication, and application of protective coatings on mechanical, electrical and structural features.
• Performs a variety of design, fabrication, construction, masonry, welding, pipe fitting repairs and installations.
• Locates vendor sources and places orders for machinery replacement parts, writes work orders, and assists in the maintenance of existing parts inventory system. Ensures labor hours and materials used/purchased have been entered into the WWTP work order system (MP2).
• Installs new machinery as defined by the maintenance supervisor.
• Maintains and diagnoses faults on pneumatic, plumbing, hydraulic, HVAC, and basic electrical systems.
• Ensures proper operations, monitors, completes logs, charts, and records of equipment and

maintenance performed. Uses logs and records to perform trend analysis.
• Performs preventative maintenance of the WWTP, ESTP, lift stations, odor control stations, and sampling stations located throughout the city.
• Maintains the buildings, vehicles, and facilities for structural functional use, and neat appearance using basic janitorial, plumbing, and electrical skills.
• Implements and maintains all procedures and equipment, so as to comply with federal, state and local laws, policies and procedures.
• Responds to public complaints concerning wastewater overflow and/or odor control and ensures contact of individuals with a resolution to the problem.
• Performs welding with stick, tig and mig, brazing along with cutting using torch and plasma.

Other Duties

QUALIFYING EDUCATION AND EXPERIENCE (MINIMUM REQUIREMENTS):

Any combination of education and experience equivalent to a High school diploma or G.E.D, two years of education in industrial electrical/mechanical maintenance, and one year experience in wastewater is desired.

Special Requirements
• Valid Washington State Driver's License.
• Must be able to obtain a Washington State CPR/First Aid Certificate within 12 months of hire.
• Fork lift, flagger and crane certificate must be obtained by a date set by the City.

WWTP INDUSTRIAL MECHANIC TRAINEE SPECIAL CONDITIONS: Incumbents in the trainee classification perform all the duties in a learning capacity as a probationary employee. Trainees work under close supervision while acquiring the required qualifications, licenses and certifications. Incumbents are required to become sufficiently proficient in the performance of the duties so as to advance to WWTP Industrial Mechanic in a maximum of eighteen (18) months from entry into the trainee position. If at the end of eighteen (18) months incumbents are not qualified to advance to WWTP Industrial Mechanic, they shall be removed from the position in accordance with applicable Labor Agreement.

Knowledge of:
• Materials, methods and procedures for the maintenance of the WWTP, ESTP, odor control stations, and lift stations.
• Pumps, compressors, and rotating equipment.
• Computerized parts inventory, work orders, and equipment history database applications.
• Individual process equipment including programmable logic controllers, motor controls, hydraulic power systems, and mechanical seals.
• AC and DC motor theory and principles of variable frequency drives.
• Potential mechanical and electrical hazards and required safety precautions.
• Federal, state and local government regulations.
• Health and safety hazards/precautions connected with wastewater treatment facility and odor control facility operations and maintenance.
• Computer operations, including Microsoft Word and Excel, data management, and specific programs related to wastewater plant operations and maintenance.

Skills in:
• Safe use and care of hand tools, power tools, construction and maintenance equipment used in the department.

Ability to:
• Read and understand prints, blueprints, and calculating complex mathematical problems.
• Adapt to constantly changing jobs and priorities.
• Get along with others and be an effective team member.
• Communicate effectively both in writing and verbally.
• Read and interpret technical specifications, plans and reports. Prepare operational reports and extensive equipment history records.
• Operate all equipment and tools normally associated with maintenance activities in an industrial plant.
• Accurately align and perform skilled repair of rotating machinery.
• Analyze and research complex maintenance problems and formulate alternatives, cost estimates, priorities, and recommendations.
• Work safely around 480-volt electrical equipment.
• Effectively implement and participate in all federal, state and local government regulations.
• Read and understand prints, blueprints and calculate mathematical problems.
• Enter and work in a confined space per City and OSHA regulations.
• Perform welding with stick, tig and mig, brazing along with cutting using torch and plasma is desired.

EXAMINATION PROCESS:

Appraisal of Experience and Education/Training: At this initial review, application packets may be evaluated entirely on the basis of information you provided in the completed City application form. Applicants should include all relevant information on the City application.
Applicant’s education, training, and experience will be assessed. The passing score is 70%. The top qualifying candidates will be invited to participate further in the examination process. Meeting or exceeding qualifications does not guarantee the applicant will be invited to participate in the oral examination process.

Oral Examination: A panel will evaluate the applicant’s training, experience, and ability to perform the job.
Placement on the eligibility list is determined by weighted examination scores as follows: Appraisal of application packet regarding Experience and Education/Training -
Passing Score 70% - Weight 40%

Oral Examination - Passing Score 70% - Weight 60%

Applicants must achieve a score of 70% or better on each portion of the exam in order to be placed on the hiring list.

Employee Preference: Regular City employees applying for and passing an Open Examination will have seven point five (7.5) percent of their PASSING score added to establish their final score.

Veteran's Preference: Veterans, who have passed an examination, shall be entitled to preference pursuant to Chapter 41.04 RCW.
