SUMMARY

The City of Gig Harbor is seeking an Engineer Technician to support Public Works Engineering Division. The ideal candidate will have experience with civil engineering practices and projects, knows how to collaborate well with team and other departments, has excellent communication skills, and has a positive attitude. We are looking for an individual who models the way, a team player focused on serving our community, accustomed to follow-through, following up and helping others.


This position is responsible for engineering plan review for private developer projects within the Public Works Department. This job classification is responsible for general engineering functions and is expected to perform complex duties, occasionally in the absence of clearly defined operating procedures, where independent judgment is required. This position works through assigned technical issues which may require extensive research or extensive knowledge and is able to confirm compliance with Public Works standards, and applicable City codes and infrastructure requirements. Responsibilities include preparing rough and final drawings and maps for Operations, Engineering, Planning, and Building projects, and assist in support services for other City departments. This position also performs field inspections and assists in answering technical questions over the phone and in person with engineers, contractors, and the public.

The employee is under the direct supervision of the City Engineer and indirect supervision of the Public Works Director. Work is reviewed for quality, timeliness, and successful achievement of projects and duties in alignment with the job. Work is also reviewed for ability to establish and maintain effective working relationships and ability to work as a team member with City staff, elected officials, other agencies, and the public.

ESSENTIAL FUNCTIONS

Duties:

  • Review civil engineering plans, specifications and documents for compliance with adopted city regulations.  
  • Serves as a lead member in the development review team interfacing directly with applicants, design professionals, contractors and citizens to facilitate the planning and design of projects; assist other public works  and planning staff by providing engineering expertise and guidance in the interpretation and application of regulations.  
  • Prepares drawings and GIS maps for Public Works and other departments.
  • Assists the City’s GIS Coordinator with maintaining and updating GIS and utility system maps and related records. 
  • Conducts fieldwork for design and installation of projects and to obtain mapping and project support data. 
  • Assists the public seeking information on GIS and utility system maps.  
  • Prepare report graphics, charts, exhibits, and other technical information for other staff and for the public.  
  • Assists in training of other staff in the use of computer systems and GIS information. 
  • Assists in the maintenance and revision of the City’s development code and design standards.  
  • Prepares written and verbal reports, responds to citizen requests and concerns related to development activities.
  • Prepares comprehensive reports and other engineering documents and assists in infrastructure planning and design. 
  • Maintains files of archived, current construction, and record drawings. 
  • Performs other duties as required by designated supervisor.


Knowledge, Skills, and Abilities:

  • Knowledge of the principles, practices, and technology of civil engineering as they apply to the planning, building, design, and construction of municipal infrastructure and methodologies.
  • Knowledge of federal and state regulations affecting civil engineering projects.
  • Knowledge of agency guidelines, standards, manuals and specifications pertinent to each project and the ability to research such information.   
  • Knowledge and skill to use AutoCAD, ARC GIS, and Microsoft Office Suite.
  • Knowledge of mathematical principles and their applications. 
  • Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.
  • Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
  • Skill in problem solving and using mathematics to solve problems. 
  • Skill in active listening and giving full attention to what other people are saying, taking the time to understand points being made, asking questions as appropriate, and not interrupting at inappropriate times. 
  • Skill and ability in communication and conveying information effectively so others are able to understand. 
  • Ability to communicate clearly and effectively, both verbally and in writing. 
  • Ability to warmly greet the public and co-workers and clearly convey a sincere willingness to be of service and/or be open to resolving the situation at hand.
  • Ability to answer and respond to incoming phone calls, voice messages, and emails in a timely, friendly, and professional manner. 
  • Ability to establish and maintain positive effective working relationships with other employees and the public.
  • Ability to display knowledge, confidence, professionalism, fairness, and caring.

While performing the duties of this job, the incumbent is required to:  

  • Continuous seeing, seeing color, talking, hearing, and manual dexterity. 
  • Frequent sitting and/or standing for extended periods of time, walking, grasping, keyboarding, and repetitive motion of hands and wrists. 
  • Occasional kneeling, reaching, bending, crouching, twisting, and squatting. 
  • Occasional lifting, pushing, pulling, and carrying objects weighing up to 20 pounds and up to 30 pounds infrequently. 
  • Work is performed indoors and, in the field (outdoor environment). 
  • Incumbent may be exposed to occasional inclement weather.
  • Work involves moderate risk conditions, such as high-level noise, dust, grease or mud, moving vehicles or machines, cold and/or wet weather.
  • Work may require some exertion such as climbing, walking over rough surfaces and loose material.
  • Work requires some physical exertion, such as long periods of standing, walking over rough, uneven surfaces, and recurring bending, crouching, reaching and occasional lifting of moderately heavy items.
  • Adheres to Personal Protective Equipment requirements.

 
Driving:

  • Driving for this position would typically require more than 5 hours a workweek. 
  • If driving on city business, the incumbent must meet and follow all driving requirements. 
  • Access to guaranteed, reliable transportation is required to drive to and from different worksites.
  • Travel is required to visit other worksites within the City of Gig Harbor and attend meetings, trainings and/or conferences.

QUALIFICATIONS

Required Education & Experience: 

  • Associate Degree in Civil Engineering Technology; AND
  • One (1) year of full-time work experience performing technical engineering work; OR 
  • An equivalent combination of experience and education. 


Additional Requirements:

  • Must be proficient in Microsoft Office Suite. 
  • Must be able to pass an extensive criminal background check by law enforcement agencies, which may include fingerprinting.
  • Valid Washington state driver’s license or the ability to obtain it within one (1) month of employment, and ability to remain covered by the City’s insurance provider.

  • This position is classified as eligible for overtime under the Fair Labor Standards Act (FLSA).
  • This position is covered under a collective bargaining agreement with Teamsters 117.
