Description

The City of Olympia’s Finance Department is seeking an exceptional professional to join our Team as an Accountant. Our talented group focuses on serving City departments and the community we represent. The successful candidate will report to the Accounting Manager within the Finance Department and will focus on supporting the financial aspects of the City’s Community, Planning & Development Department. The position is located at Olympia City Hall. During the pandemic, the Accountant may also be teleworking.

About the Finance Department
The Finance Department is one of 10 City departments and provides critical support to other city departments and the community. The Finance Team of 22 full-time employees, includes three managers, and provides services for: accounts payable, billing and collection, budget, cash and debt management, financial reporting, investments, payroll, project and grant accounting, fleet administration and support to the Council Finance Committee.

  • Experience with Microsoft office products (Word, Excel, PowerPoint)

  • Ability to communicate complex and challenging issues both verbally and in writing to a variety of audiences
  • Strong interpersonal skills with the ability to collaborate within a team

Examples of Duties / Knowledge & Skills

  • Interpret detailed agreements and rules and apply them to specific transactions.
  • Audit the records for compliance with business and taxation laws and regulations.
  • Ability to prepare complex and detailed financial accounting reports, financial statements and schedules.
  • Develop process and procedures for budget monitoring
  • Recommend process improvement goals, objective and changes to policies and priorities for assigned activities in order to improve financial reporting
  • Provide training to help department Program Managers manage business operations
  • Demonstrate punctual, regular and reliable attendance.
  • Performs related duties

Minimum qualifications & Requirements

  • Knowledge of practices and techniques of governmental accounting and Generally Accepted Accounting Principles.
  • Ability to use financial management software and/or systems
  • Proficiency in generation of complex data spreadsheets
  • Ability to understand and interpret financial and legal documents and federal, state and local regulations
  • Ability to make mathematical calculations quickly and accurately
  • Ability to work under the pressure of rigid deadlines
  • Proficiency in preparing financial reports and summaries
  • Skill to verify and review accounting transactions. Make appropriate corrections, entries and adjustments to ensure accuracy of reports.
  • Ability to periodically monitor the budget by reviewing reports and accounting records to determine if allocated funds have been spent as specified.
  • Ability to communicate detailed accounting information clearly and comprehensively
  • Ability to work independently from general instructions and broad work expectations
  • Ability to organize work for maximum efficiency
  • Ability to coordinate work with other departments and programs to provide exceptional service.
  • Ability to respond to ad-hoc research and analysis requests.
  • Knowledge to provide advice and technical assistance in the preparation of annual budgets.
  • Ability to identify complex problems and review related information to develop and evaluate options and implement solutions.
  • Ability to work independently with limited supervision.

Experience/Education:

  • Bachelor’s degree in business, mathematics, finance, statistics, economics, computer science, or accounting;
  • Three (3) years professional level experience in municipal, government, or business;
  • Or Any combination of education and experience that demonstrates the ability to perform the essential functions of the job.
  • Valid Washington State Driver’s License may be required.

Contacts:

  • The Accountant has significant contact with staff from other departments and entities, including the public, to provide information on accounting procedures and/or to verify information.
  • Close contact with other accounting functions, and data processing, are required to coordinate the various aspects of the assigned accounting function.
  • The Accountant may have contact with external auditors.

Supervision:

  • None

Accountability:

  • The Accountant is accountable for the accuracy of financial records maintained, the accuracy and quality of financial reports and analyses, and the efficient use of time and materials.
  • Work is performed according to detailed and sometimes complex policies, regulations and accounting principles requiring judgment in interpretation and application of specific cases.

Working Conditions:

  • Work is predominantly performed in an office setting.
  • The work is detailed and requires intense mental and visual concentration, and finger dexterity or small motor tasks for extended time periods.
  • Work may involve travel to various locations, in all types of weather, and include evening, weekend, and/or holiday hours.
  • Interpersonal contacts may be under verbally hostile circumstances.
  • May require working around hazardous/toxic chemicals.
  • May require standing, walking, or bending for extended periods of time.
  • The Accountant may telework during the Covid-19 pandemic
