Job Type Full-Time Temporary Salary $ 70977.69 - $ 91595.08 Per Year Department Human Resources Location 123 5th Ave, Kirkland, WA 98033, USA Description The Temporary Human Resources Analyst (Policy), will support the HR Director and the HR Policy Review Committee, in the creation of a new Personnel Policy Manual. This manual will serve as a single source of information, direction, training, and expectations for employees regarding citywide policies and procedures. Support provided by this position will include conducting legal and policy research, drafting policies and procedures, tracking input from the Committee, maintaining notes, incorporating input/revisions, and finalizing completed policies. Work is characterized by professional level work in the research, development, implementation and administration of the Human Resources programs and activities. Work is performed independently under general direction from an assigned supervisor. Incumbent may provide work direction to technical or administrative staff, as needed. Incumbent makes decisions relating to policies, procedures and application of such procedures as it applies to City standards on a regular basis. New, unusual or unprecedented policy decisions are referred to upper management for resolution or decisions. Incumbent is responsible for conducting research and providing information, precedence and alternative solutions to upper management. Incumbent is frequently required to perform work in confidence and under pressure for deadlines. Incumbent is frequently involved in sensitive and emotional interpersonal relations requiring skill in gaining trust and confidence from others and remaining calm and composed. This position is a Term-Limited Temporary position, projected to last from June 2021 through December 31, 2022. ESSENTIAL DUTIES AND RESPONSIBILITIES: 1. Conducts legal and policy research on behalf of the HR Director and the City Policy Review Committee. 2. Drafts and revises policies and procedures to meet current legal, best practices and industry standards. 3. Tracks and incorporates input/revisions from the City Policy Review Committee and other constituents. 4. Creates and finalizes policies and reports. 5. Coordinates the drafting, review, approval and dissemination processes for the new personnel policy manual. 6. Develops training documents and presentations related to areas of new/revised policies; presents policy information and training to managers, staff and union representatives as assigned. 7. Responds to questions and inquiries regarding the City policies and the work of the Policy Review Committee; provides documents and information as needed. 8. MINIMUM REQUIREMENTS: Education: Bachelor's degree in Business or Public Administration with emphasis on Human Resources, industrial/organizational psychology or related field; and Experience: Two (2) years of responsible human resources experience at a professional level or four (4) years of progressively responsible human resources experience at a paraprofessional or technical level; Or: In place of the above requirements, the incumbent may possess any combination of relevant education and experience which would demonstrate the individual’s knowledge, skill and ability to proficiently perform the essential duties and responsibilities listed above. WORKING CONDITIONS: Work is performed in a typical office environment in a fast-paced department with frequent interruptions from phone calls, staff, applicants, and inter-office activities; may be exposed to individuals who are upset or irate. May be required to travel to different sites and work late hours to conduct/attend meetings. The noise level in the work environment is usually moderate. This is a Fair Labor Standards Act (FLSA) overtime exempt position. A minimum of 40-hour workweek is expected. Additional work beyond 40 hours per workweek may be required to complete projects and meet deadlines.
