Description

Essential Job Functions

  • Performs City code compliance program duties, including identification, investigation and corrective action initiation for violations of municipal, building, housing, health and safety, property maintenance, zoning, nuisance and other matters of public concern.
  • Inspects construction sites, installation methods and materials to ensure compliance with approved plans, city codes, regulations, construction drawings and specifications.
  • Builds effective relationships. Collaborates with City teams across multiple functions and fosters information sharing and consensus. Receives and responds to concerns and complaints. Conducts investigations including complainant and witness interviews. Works with citizens to effectively resolve issues while protecting property and personal rights.
  • Attempts to make contact with property owners and persons responsible for violations in order to effectively work toward compliance. Determines effective methods to resolve violations.
  • Issues warning and violation notices, orders to comply, stop work orders and other related documentation. Schedules and performs follow-up to gain compliance with letters, inspections, calls, meetings and negotiations. Refers issues to pertinent departments or agencies for correction as required.
  • Maintains accurate documentation regarding code enforcement activity to substantiate violations. Maintains inspection records and generates notices and other written materials using standard City software and specialized permit-related software programs.
  • Prepares cases for violation hearings with the Code Enforcement Board and represents the City at hearings by presenting testimony and exhibits.
  • Proactively patrols the City to identify and evaluate problem areas and/or ordinance violations.
  • Attends meetings and serves as a resource to other City departments, divisions, the public, community groups, contractors, developers and other outside agencies.
  • Performs inspections for residential and light commercial construction for compliance with appropriate codes, regulations and approved plans and specifications.
  • Assists the public with construction and development requirements.
  • Provides continuous process improvement efforts to decrease turnaround times and streamline work.

Other job functions:

  • Maintains current desk procedures and tasks to explain position responsibilities. Creates, updates and implements process improvement procedures, tasks, workflows and systems.
  • Organizes and maintains databases, files, records and other documents.
  • Performs other duties as assigned.

Qualification Requirements

  • High School Diploma or GED. Associates degree preferred.
  • Four years of code enforcement, law enforcement or general construction experience performing application and interpretation of municipal rules and regulations.
  • Valid Washington State driver's license.
  • Must obtain International Property Maintenance Code and International Residential Code certifications within one year of employment and maintain throughout employment. Must obtain at least one of the following ICC Inspector certifications each year thereafter and maintain throughout employment: Residential Building, Commercial Building, Mechanical Code and Plumbing Code.
  • Bilingual, English and Spanish, language abilities preferred.

Requires knowledge of:

  • Safety and security hazards, precautions, standards, policies and procedures.
  • Principles and practices of code enforcement and building standards.
  • Principles, practices, materials and tools used in construction and inspections.
  • Recordkeeping; Time management; Mathematics; English composition and grammar.
  • Computer operation and a variety of software including Microsoft Office suite of products and databases including automated code compliance and Geographical Information Systems (GIS).

City of Wenatchee Government
