SUMMARY
This is a program management position responsible for oversight of parks capital project planning, property management, development, grant administration, collaboration, and community outreach.

The employee:

  • Is under the direct supervision of the Public Works Department Director.
  • Works as part of a team with other departments to accomplish the work.
  • Adheres to City of Gig Harbor guidelines, policies, procedures, practices, as well as applicable local, state and federal laws.
  • Frequently collaborates with team members from other departments (including Community Development and Tourism & Communication Department) to accomplish work.
  • Regularly interacts with and establishes relationships with the public, City officials, City employees, contractors, and other government agencies to create and implement a coordinated community vision.

Work is performed with limited supervision. The incumbent has relative independence and latitude for exercising sound judgment, taking high-level initiative and retaining confidentiality within the scope of oral and written instructions, Public Works Department, and City of Gig Harbor guidelines, policies, procedures, practices, as well as applicable local, state and federal laws. The incumbent must also perform complex tasks that require an adept leader who is highly proficient at program administration, project management and implementation, site planning and development, budget practices, and grant administration. The incumbent must also possess demonstrated skill in collaboration, communication, public relations, diplomacy, balancing confidentiality and transparency, organization, risk assessment, decision-making, problem-solving, follow-through, and ability to identify and execute improvement opportunities.

Work is reviewed for quality, timeliness, and successful achievement of projects and duties in alignment with the job. Work is also reviewed for ability to establish and maintain effective working relationships and ability to work as a team member with City staff, elected officials, and the general public. This is a non-supervisory position.

ESSENTIAL FUNCTIONS
Any of the following duties may be performed. These examples are representative and do not include all specific tasks an incumbent may be expected to perform.

DUTIES:

Park Program Management and Site Development:

  • Manages visioning and master planning for City of Gig Harbor parks; develops, defines, analyzes, creates, updates, implements, oversees, and evaluates the Parks, Recreation and Open Space Comprehensive Plan.
  • Provides oversight and/or management for planning parks projects.
  • Assists Public Works Director in developing scopes and fees with consultants.
  • Assists with Public Works Department budget development and capital project management for the Parks Capital Fund.
  • Assists City Administrator with future parks land acquisition processes by providing information and conducting research.
  • Plans, develops, and manages activities at City-owned parks.
  • Manages parks leases and agreements.
  • Review and make determinations on special event permits.
  • Leads Parks Commission activities, including preparing and leading meetings, developing annual work plans, creating agendas, providing documents, reports and briefings as needed.
  • Serves as a liaison between citizens and committees.

Collaboration and Community Outreach:

  • Advises the Public Works Director, and as appropriate, the Mayor, City Administrator, and City Council, on immediate, as well as emerging park-related matters.
  • Coordinates and participates in public processes and visioning efforts and provides information and reports to elected officials, managers, committees, boards, commissions, and the public.
  • Works with the Tourism and Communications department and Public Works Operations on special events.
  • Works with Public Works Operations on park-related input from the community.
  • Attends various civic and business meetings related to parks on behalf of the City.
  • Attends night and weekend meetings and community events.
  • Creates and implements a coordinated community vision based on community outreach efforts.

Grant Administration:

  • Assists with seeking funding sources. Prepares, processes, and submits grant applications for the development of city parks, structures, and associated programs. Implements and monitors grant programs and donations.
  • Collects and prepares data for grants and reports. Prepares and presents recommendations pertaining to specific subject matter as directed by the Public Works Director or City Administrator.
  • Performs grant writing, report submittals, maintenance of grant documentation, and implementation coordination for Parks projects.
  • Works with consultants and grant committees to implement parks project grants.
  • Meeting project deadlines may require working more than forty hours per week.
  • Performs other duties as assigned by the Public Works Director.

KNOWLEDGE, SKILLS & ABILITIES:

  • Knowledge of Public Works Department and City of Gig Harbor guidelines, policies, procedures, practices, as well as applicable local, state and federal laws.
  • Knowledge of current principles, practices, issues, trends, regulations, and techniques related to program management, budget planning and management, park planning, parks property management, and community development permitting processes.
  • Knowledge of full-scope grant administration practices including research, application, tracking, reporting, and evaluating.
  • Knowledge of project management best practices.
  • Knowledge of preparing and maintaining electronic and paper records and files, including project/program records, equipment and material purchasing, and accounting.
  • Knowledge of personal computers and Microsoft Office Suite software with an excellent working knowledge of Microsoft Word, Excel, and Outlook.
  • Knowledge of SmartGov, GIS, and other cloud-based programs and filing systems.
  • Skill in soliciting support and coordinating the activities of a variety of individuals and groups (such as neighborhood organizations, City management team members, committees, and the City Council.
  • Skill and ability to be diplomatic and politically astute to effectively establish and maintain productive and professional working relationships with supervisors, employees, elected officials, other government agency officials, contractors, stakeholders, and the public.
  • Ability to take initiative, work in a self-directed manner, exercise sound judgment, and retain balanced confidentiality and transparency.
  • Assess risks, solve problems and make consistent and informed decisions.
  • Ability to quickly learn the inter-workings and inter-relationships of City government operations and functions.
  • Ability to seek and prepare grant applications and subsequently manage any resulting grants.
  • Ability to build collaborative partnerships.
  • Ability to communicate effectively orally, in writing, and with diplomacy and tact.
  • Ability to prepare concise technical and administrative reports.
  • Ability to read and interpret construction drawings, specifications, and landscape plans.
  • Ability to remain highly organized with multiple projects in various stages.
  • Ability to effectively conduct research and produce accurate and relevant reports.
  • Ability to make sound judgements.
  • Ability to identity and execute process improvement opportunities.
  • Ability to attend evening meetings.

PHYSICAL REQUIREMENTS:

While performing the duties of this job, the incumbent is required to:

  • (CONTINUOUS) seeing, seeing color, talking, hearing and manual dexterity.
  • (FREQUENT) sitting and/or standing for extended periods of time, walking, grasping, keyboarding and repetitive motion of hands and wrists.
  • (OCCASIONAL) kneeling, stooping, reaching, bending, crouching, twisting and squatting.
  • Requires occasional lifting, pushing, pulling, and carrying objects weighing up to 10 pounds and up to 30 pounds infrequently.
  • Work is primarily performed indoors under office-type conditions and/or teleworking and is occasionally performed outdoors.
  • Incumbent may be exposed to occasional inclement weather and normal transportation and construction activity, such as high noise levels, moving vehicles and machines, dust and mud, and traversing of exposed and sometimes insecure walkways and platforms.
  • Work requires some exertion such as climbing, walking over rough surfaces and loose material, crouching, bending, stopping, and reaching, and lifting of light to moderately heavy items.
  • Work requires average physical agility and dexterity.
  • Adheres to Personal Protective Equipment requirements.

DRIVING & TRAVEL:

  • Driving for this position would typically require less than 5 hours a workweek. If driving on city business, the incumbent must meet and follow all driving requirements.
  • Access to guaranteed, reliable transportation is required as needed.
  • Travel is required to visit other worksites within the City of Gig Harbor and attend trainings or conferences and/or researching potential parks projects within the state.

QUALIFICATIONS & EXPERIENCE

MINIMUM EDUCATION & EXPERIENCE:

  • Bachelor’s Degree in Planning, Parks Management or closely related field from an accredited college or university.
  • Three (3) years of related experience in parks planning or parks project management; OR
  • Seven (7) years of equivalent education and experience that would provide the applicant with the knowledge, skills and ability to perform the job.
  • Experience with Microsoft Office Suite: Word, Excel, PowerPoint, Outlook, Teams, SharePoint.

PREFERRED EDUCATION & EXPERIENCE:

  • Master’s Degree in Planning, Parks Management or closely related field from an accredited college or university.
  • Experience in developing capital projects from concept to construction.
  • Experience with grant administration.
  • Experience with SmartGov and/or ArcGIS.
  • Previous parks planning or parks project management with a city, county or other government agency.
  • American Institute of Certificate Planners (AICP) certification and Certified Parks and Recreation Professional (CPRP) certification.

ADDITIONAL QUALIFICATIONS:

  • Must have valid Washington State Driver License or ability to obtain within 60 days of appointment with maintenance thereafter and a history of safe driving.
