Description

Association of Washington Cities (AWC) is recruiting for a full-time HR & Labor Relations Policy Analyst to join our dynamic and fast-paced team. The top candidate will be highly motivated and detail oriented

What you'll be doing

  • Conduct research and objective analysis in subject areas under review or consideration by the legislature and state agencies primarily in the areas of human resources, labor relations, pensions, and employee benefits related to cities and towns 
  • Write and edit articles, fact sheets, research reports, and technical information for print and electronic publications
  • Respond to inquiries from members, state agency, and legislative staff regarding subject matter issues
  • Provide technical assistance in response to city and town member inquiries
  • Oversee data collection and research efforts including the AWC Salary and Benefits Survey
  • Oversee development and updates of educational and training publications
  • Develop and coordinate training opportunities including the annual Labor Relations Institute conference, webinars, and stand-alone workshops
  • Deliver presentations and speak at training and education events
  • Serve as the liaison and provide support to the Washington Public Employer Labor Relations Association (WAPELRA)
  • Collaborate as an effective team member or team leader to plan, organize, and implement projects, workshops/conferences, and committee meetings

What you bring to the team

  • Bachelor’s degree in political science, public administration, finance or a related field or demonstrated equivalent of education and experience required. Master’s degree preferred.
  • 5 years demonstrated work experience and familiarity with Washington local government, the state Legislature or intergovernmental relations. City-specific knowledge and human resources or labor relations experience is preferred
  • Working knowledge of local government operations; city, human resources or labor relations experience preferred
  • Familiarity with local and state legislative processes
  • Strong research and analytical skills; basic statistical skills
  • Ability to condense research and complex legislation and rules into concise statements
  • Ability to plan and organize multiple diverse work tasks, meet deadlines, and complete assigned tasks in a fast-paced and dynamic environment
  • Strong communication skills, articulating clearly both with written and spoken word
  • Possess strong public speaking skills
  • Ability to work in a team environment, assisting or leading team members as needed 
  • Ability to condense research and complex legislation and rules into concise statements
  • Ability to plan and organize multiple diverse work tasks, meet deadlines, and complete assigned tasks in a fast-paced and dynamic environment
  • Ability to make effective decisions and to act independently in managing and coordinating assigned duties
  • Ability to model the organization’s high standards of quality customer service to all internal and external customers
  • Proficient in Microsoft Office Professional and have the ability to learn and use a wide variety of proprietary software
