The King County Department of Natural Resources and Parks is currently seeking a Wasewater Engineer Journey & Senior - Instrumention & Control. This position will provide technical, professional engineering design and administrative services including preparation of drawings and specifications, assistance in administering wastewater construction contracts and evaluation of a contractor's work and administering feasibility studies and special studies for assigned wastewater projects. This position will perform complex design under supervision and guidance related to overall objectives, critical issues, new concepts and policy matters.
This position is for a journey or senior wastewater engineer depending on experiences, qualifications, knowledge, and skills. King County may elect to select one or more candidates from this advertisement depending on the applicant pool, current openings, and openings created from pending retirements. JOB DUTIES:
Develop work plan, schedule and budget for the execution of designs for wastewater projects.Review consultant plans and specifications to ensure conformity to the County’s specifications and requirements.Serve as Project Engineer on County Design Projects. As Project Engineer, coordinate project design with other engineering disciplines, the engineering design review team, and other team members. Review and consolidate technical comments from design reviews. Serve as a single point of contact for the project to the Project Manager. Review and approve shop drawings submitted by contractors, assist in the interpretation of specifications, advise on contractor compliance with contract documents, and review change orders when required by field personnel or as required by law.Translate operational and maintenance requirements into terms the project team understands.Review proposals from equipment vendors. Review construction plans of other agencies and/or building owners to ensure that County facilities are not in conflict with or endangered by adjacent construction or facilities.Perform site visits for design investigations, troubleshooting, and similar activities. Prepare public works and procurement contract documents and cost estimates to comply with County and State public bidding policy. Assist in the acquisition of all necessary permits prior to construction bidding.Stamp and sign engineering plans as a licensed Professional Engineer.(Senior)Participate in the development of terms and special provisions for agreements between County and regulatory and permitting agencies involving technical issues.Respond to questions from the general public, consultants and/or other wastewater staff regarding technical issues related to wastewater facilities.As required, provide assistance with complex emergency repairs of wastewater facilities or when technical engineering assistance is necessary. May coordinate with the work of maintenance personnel or contractors to accomplish necessary repairs.

EXPERIENCE, QUALIFICATIONS, KNOWLEDGE, SKILLS:
The ideal candidate should have: A bachelor's degree in Electrical, Mechanical or Chemical Engineering is required. Senior Level- Eight (8) years of increasingly responsible engineering experience. Registration as a Professional Engineer in the state of Washington or the conversion of an out-of-state state license within 90 days from date of hire is mandatory.Journey Level - Four (4) years of work commensurate with an Engineer-In-Training (EIT) registration.Possession of an Engineer-In-Training (EIT) certification is required. A professional engineer's license in the state of Washington is desirable.Thorough knowledge of engineering principles and techniques.Familiarity with wastewater and/or industrial facilities and construction principles and techniques.
Highly Desirable:Work experience with wastewater conveyance and treatment facilities is strongly preferred.Work experience in the design and control philosophies of advanced systems found in wastewater treatment plants, including Distributed Control Systems (DCS), Programmable Logic Controller (PLC), Supervisory Controls and Data Acquisition (SCADA) and Building Automation Systems (BAS).Work experience with working with and/or developing industrial process flow diagrams (PFD) and piping & instrument diagrams (P&ID).Work experience with preparing network architecture, panel layouts and schedules, I/O list and ISA conventions, instrument index, wiring and loop diagrams, data sheets and specifications.Work experience with the selection and specifying of process instruments for monitoring and control.Selection and sizing of control valves and actuators.Familiarity with Industrial control protocols including; DeviceNet, Foundation Fieldbus and Modbus.Knowledge of project management techniques and principles and the application of these principles.
