TITLE: Director of Human Resources & Labor Relations     

DEPARTMENT:  Human Resources

SUPERVISES: Human Resources Generalist

 

PURPOSE OF JOB:

Plans, coordinates, and directs the operations of the City of Anacortes Human Resources (HR) Department; provides advice and counsel to City staff and management for the resolution of HR issues; interprets and administers policies and agreements; serves as lead negotiator for collective bargaining contracts; manages assigned personnel.

 

LEVEL OF AUTHORITY:

Directs Human Resources staff and activities through effective planning, staff management, resources allocation, and sound fiscal practices; provides leadership to assure department functions are provided in alignment with the City’s strategic goals. Is responsible for sound judgment, thoroughness, and competence, where failure to perform effectively and efficiently could have serious impact on public relations, employee effectiveness, and the efficient use of resources.

 

ESSENTIAL JOB FUNCTIONS:

  1. Oversees Human Resources (HR) operations for the City; exercises independent judgment within broad policy guidelines; provides leadership, direction and guidance in HR strategies, policy development, and priorities; monitors changes in State and Federal HR regulations, standards, and legislation.
  2. Manages HR functions and activities including compensation, benefits, recruitment, retention, training, staff development, labor and employee relations, labor negotiations, dispute resolution, collective bargaining, regulatory compliance, personnel policies, and records.
  3. Directs labor and employee relations functions, including preparing and interpreting personnel policies, negotiating contracts, resolving employment issues, and counseling managers; confers with bargaining units to coordinate discussions and proposals with unions; assures effective communication of employment issues.
  4. Serves as principal advisor to the City Council and Mayor on HR issues; compiles, evaluates, and analyzes information; recommends and implements solutions to ensure HR activities and procedures are in compliance with all laws, policies, regulations, and standards.
  5. Perform a variety of professional and administrative duties involving directing, coordinating, and facilitating City projects, programs, and policies; review and make recommendations on complex personnel and risk management issues, policy and resource allocation issues.
  6. Provides advice and consultation to managers on dispute resolution, performance issues, and the interpretation and application of policies and procedures; mediates employee relations issues and assists with disciplinary actions.
  7. Counsels City staff on HR policies, procedures, and employment issues; assures the consistent interpretation and application of Federal, State, and City rules, regulations, policies, and procedures.
  8. Monitors HR Department operations to ensure the quality of the services and work products; coordinates issues with elected officials and outside agencies; reviews and approves employee status changes; interprets and explains City policies, procedures, rules, and regulations.
  9. Directs staff and provides leadership and guidance; develops priorities and assigns tasks and projects; develops staff skills and training plans; conducts performance evaluations; meets regularly with staff to discuss and resolve priorities, issues, and procedures.
  10. Oversees and participates in various committees; monitors assigned committee budgets.
  11. Serve as the City’s Civil Service Secretary and Chief Examiner.
  12. Supports the relationship between the City of Anacortes and the constituent population by demonstrating courteous and cooperative behavior when interacting with clients, visitors, and City staff; promotes City goals and priorities in compliance with all policies and procedures.
  13. Maintains confidentiality of work-related issues, client records, and City information; assures compliance with the confidentiality standards of the Privacy Act of 1974, {U.S.C. § 552A}; performs related duties as required or assigned.

QUALIFICATIONS:

 

Education, Certification and Experience

  • Bachelor's Degree in Human Resources, Business Management, or Public Administration, or closely related field; AND five (5) or more years management-level HR program management experience; OR
  • Equivalent combinations of education and experience that provide the incumbent with the necessary qualifications may be considered.
  • Experience managing Human Resources function in public sector organization and union environment highly preferred.

 

Special Requirements

  • Human Resources professional certification either through the Society for Human Resources Management (SHRM-CP or SHRM-SCP) or the Human Resources Certification Institute (PHR or SPHR) highly preferred and expected within 6 months of hire.
  • Labor relations certification a plus.
  • Must have a valid driver’s license and appropriate insurance at the time of hire for work-related travel.
  • Must pass appropriate background checks.

 

Knowledge of

  • State and Federal laws, statutes, rules, codes, and regulations governing HR functions, including Washington State Public Employment Relations Commission.
  • Principles and practices of public sector personnel administration, civil service rules and regulations, personnel files, confidential records management, and effective customer service practices.
  • Techniques and practices for efficient and cost-effective management of resources.
  • Legal, ethical, and professional rules of conduct for government employees.
  • Principles, practices, and methods of effective compensation systems and wage structure research and analysis.
  • Benefits program design and management principles.
  • Principles of recruiting, training, workplace safety, and organizational development.
  • Record keeping and file maintenance principles and procedures.

 

 

 

Skills and Abilities in

  • Reading, interpreting, understanding, and applying employment standards, procedures, applicable Federal and State rules and regulations, collective bargaining agreements and City policies and procedures.
  • Using initiative and independent judgment within established procedural guidelines.
  • Analyzing problems, resolving disputes and grievances, and recommending effective solutions.
  • Developing and administering human resources plans, policies, and procedures.
  • Managing staff, delegating tasks, and authority; coaching and mentoring staff.
  • Assessing and prioritizing multiple tasks, projects, and demands.
  • Preparing, maintaining, and reviewing human resource records, reports, and documentation.
  • Proficiency in Microsoft Office Suite and ability to utilize various work-related software.
  • Establishing and maintaining effective working relationships.
  • Communicating effectively verbally and in writing.


WORK ENVIRONMENT:

Work is performed in a standard office environment.Requires occasional attendance at evening meetings and supporting special project deadlines outside the normal workweek.  Some travel to off-site locations may be required.

 

PHYSICAL DEMANDS:

Requires normal visual and hearing acuity, manual dexterity, repetitive motions of hands and wrists. Frequent sitting or standing. Must be able to push, pull, or lift ten pounds and carry twenty pounds.
