Description

 This is a full time engineering technician position in the Public Works Department working under the supervision of the Engineering Manager.  The position works independently and does a fair amount of both office and field work.  This position works with other departments, agencies, and City residents to resolve issues and give technical assistance.

 ESSENTIAL FUNCTIONS:

  • Gather and compile information from various sources for entry into the City’s GIS program.
  • Responsible for accurate documentation and record keeping of information.  Using asset management software to collect and document information.
  • Maintains Engineering Department mapping system, using ESRI GIS software
  • Maintains Engineering Department Drainage Facility information, uses computer software, and field investigation techniques
  • Investigates drainage concerns, illicit discharges, water quality concerns and documents outcomes
  • Works with Streets, Parks, and the Collections crew on the maintenance of drainage facilities
  • Assists on the survey crew and performs on-site inspections of projects
  • Performs day to day activities related the Stormwater Utility
  • Answers the telephone and provides front counter assistance as needed

 ADDITIONAL DUTIES

  • Conducts research activities and performs technical report writing
  • Works with Public Works, and Community Development on mapping needs
  • Field work may include brush cutting
  • Review of stormwater facilities and drainage systems
  • Participate in local and regional stormwater meetings and workshops
  • Other duties as assigned

 QUALIFICATIONS

  • Must have a two-year degree in civil engineering technology or Geographic Information Systems from an accredited college or technical school, or an equivalent of experience, training and education.
  • Must possess and maintain a Washington State Driver’s license and have a driving record which is acceptable to the City.

 REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

  • Knowledge of GIS mapping and data management using ESRI software;
  • Read and interpret basic legal descriptions:
  • Read and interpret construction drawings as well as have basic civil engineering technology skills.
  • Ability to keep accurate and complete records and supply such information to the public and other departments. 
  • Strong organizational skills. 
  • Must be able to work under pressure and deadlines. 
  • Must be able to work independently. 
  • Excellent communication skills and the ability to work positively with the public and staff. 
  • Ability to handle sensitive items and materials tactfully and confidentially.

 JOB LOCATION AND EQUIPMENT:

Approximately half of the position is in a fast-paced office environment; the other half will be working in the field. This position must be able to use various computer software, ESRI GIS software, asset management and other engineering related software programs, personal computers, plotters, survey equipment, hand held calculators, copy machines, telephones, and fax machines. Office environment can include prolonged sitting and standing.

 Field environment will require exposure to weather, including snow, rain, and a wide range of temperatures. In addition to environmental exposures, this position will have to maneuver on and through all types of terrain, including asphalt-paved surfaces, gravel surfaces, bare earth, and forested areas. This position will also involve accessing manholes, working in the traveled portion of the streets during traffic flow and working in and around heavy construction equipment on various construction sites.  Fieldwork also involves driving a City vehicle, lifting manhole covers, and carrying survey equipment while investigating sewer and drainage complaints.
