Description

PAYROLL & COMPLIANCE ANALYST
Under the direction of the Human Resource Manager, responsible for executing the payroll process. Works within established guidelines to accurately process department-wide payroll, tax reporting, and management of employee and payroll records.

ESSENTIAL FUNCTIONS:

• Leads the preparation, production and delivery of timely and accurate payroll for the organization.
• Provide operational oversight of the Payroll Technician and daily activities.
• Review analyze and monitor system set up for compliance as it relates to employment groups, internal payroll practices and payroll laws.
• Analyze, audit, reconcile and resolve payroll and timekeeping issues to ensure compliance with federal, state, local payroll, wage, and hour laws and best practices.
• Reconcile and prepare quarterly and annual reports for all payroll taxes; compute Federal tax deposits.
• Identify and recommends updates to payroll software, systems, and procedures.
• Prepare, audit, and disburse W2 statements.
• Collaborates with the Human Resource Manager in developing internal controls, payroll policies and procedures to ensure compliance.
• Collaborate closely with Human Resource and Finance teams.

Knowledge Of:
• RFA policies, procedures, and contracts.
• Relevant state and federal laws, including FLSA, FMLA, WAFMLA, FCA.

• Effectively identify, collect and organize data and information for analysis.
• Analyze situations accurately and adopting an effective course of action.
• Exercise initiative, judgment and decision-making skills to meet objectives.
• Exceptional communication skills, with the ability to express, advocate and defend views effectively and with clarity to internal and external customers.
• Strong interpersonal skills to handle sensitive situations and confidential information. Position continually requires demonstrated poise, tact, diplomacy, and good judgment.

REQUIREMENTS:

Education: High school diploma, supplemented by some college level course work or training in payroll.
Experience: Five (5) years of payroll experience including at least (3) years’ experience of managing the payroll process with multiple collective bargaining agreements (CBA).
Preferred: Certified Payroll Professional designation. Payroll experience for a public entity.
Or: In place of the above requirement, applicant may possess any combination of relevant education and experience which would demonstrate the individual's knowledge, skill and ability to perform the essential duties and responsibilities listed above.

LICENSES AND OTHER REQUIREMENTS:

• Valid Washington State Driver's license
