Position Purpose

This position is responsible for coordinating and assisting in surface water management activities, including coordinating the compliance of the city's NPDES Phase II Municipal Stormwater Permit and assisting with updates and implementation of the city's Surface Water Management Comprehensive Plan. This position coordinates annual lake maintenance activities, performs routine water quality and flow monitoring activities within the Lake Stevens Watershed. This position also performs inspections of public and private drainage facilities. The incumbent is part of a collaborative work team that is responsive to inquiries from the public, contractors, consultants, state agencies, engineering professionals, and staff.

Work is characterized by paraprofessional responsibilities to ensure compliance with federal, state and local surface water regulations. The incumbent acts as project lead; identifies priorities and creates timelines; ensures that deadlines are met; provides surface water outreach and education to the public; schedules and performs inspections for public and private stormwater facilities as well as routine maintenance, pollution prevention and Illicit Discharge Detection and Elimination. Requires the ability to make decisions within job responsibilities and take responsibility for such decisions.

Work is performed with limited supervision. The supervisor sets the overall objectives and resources available. The incumbent and the supervisor work together to develop deadlines, projects, and determine work to be completed. The incumbent is responsible for the work, plans and carries out the assignments, resolves most conflicts that arise, coordinates work with others, and interprets policies on own initiative in terms of established objectives and technical judgement. The incumbent keeps the supervisor informed of progress, potentially controversial matters, or far reaching implications. Work is reviewed in terms of feasibility, compatibility with other work, or effectiveness of results.

Essential Duties and Responsibilities:

Essential duties and responsibilities may include, but are not limited to:

  • Assists in developing, implementing, tracking, reporting and coordinating compliance of various city surface water programs including NPDES Phase II Permit requirements; surface water public education and outreach; illicit discharge detection and elimination; control of runoff from new development, redevelopment and construction sites; pollution prevention and operation and maintenance; and total daily maximum load requirements.
  • Administers the Lake Stevens stormwater billing program for Snohomish County through developing and maintaining the surface water billing database, calculating surface water utility rates, coordinating with the utility billing division at the county and answering customer inquiries regarding surface water billing.
  • Coordinates annual lake maintenance, including scheduling application of alum and milfoil treatment with contractors and answering public inquiries regarding the safety and effectiveness of treatment; performs routine water quality and flow monitoring activities within the Lake Stevens Watershed.
  • Coordinates ongoing surface water management compliance activities including permit renewal, annual reporting requirements, and plan updates.
  • Assists in the updates and implementation of the City's Surface Water Management Comprehensive Plan and other plans and studies as identified.
  • Reviews site plans related to surface water management including Stormwater Pollution Prevention Plans and inspections based on the Construction Site Sediment Damage Potential; inspects the appropriateness and effectiveness of stormwater best management practices at businesses and construction projects.
  • Researches, plans, and coordinates programs, projects and activities related to surface water management and storm drainage collection and conveyance systems; implements approved changes; monitors outcomes; conducts studies.
  • Maintains record keeping systems and creates customized reports from various databases and applications using multiple delivery methods; performs statistical analysis.
  • Coordinates and performs inspections of surface water practices related to businesses and public/private stormwater facilities including routine maintenance and scheduling maintenance dictated by inspection, pollution prevention and Illicit Discharge Detection and Elimination; prepares work orders for routine maintenance of public facilities as needed.
  • Creates, updates, and maintains inspection files throughout the inspection process. Information maintained may include, but is not limited to, property owners' names and addresses, notification letters, defects/deficiencies, maintenance correction letters, facility sketches, construction plans, site plans, city operation and maintenance standards, inspection reports, records of telephone conversations, maintenance checklists, standard forms, and correspondence.
  • Investigates and responds to citizen drainage complaints and coordinates follow up.
  • Collaborate with other team members on drainage design and review for city projects.
  • Assists with development plan review as requested.
  • Coordinates with construction inspectors, building inspectors, contractors and business owners to provide support and technical assistance in erosion control and pollution prevention.
  • Represents the City at public meetings before the Planning Commission, Hearing Examiner, and/or the City Council and public meetings on surface water related issues.
  • Provides technical knowledge of surface water management to other city departments; communicates with public and other agencies; responds to inquiries related to surface water management programs.
  • Assists in the development of short- and long-range plans for the division, including recommending and implementing new policies and procedures.
  • Prepares and oversees the preparation of grant applications and monitors related requirements.
  • Works with the City Clerk's Office in the maintenance of department records and preparing documentation in response to requests for public record.

The employee is occasionally required to sit for extended periods of time and type on a keyboard for extended periods of time. The employee must occasionally lift and/or move up to 35 pounds. Specific vision abilities required by this job include close, distance, color, and peripheral vision; depth perception; and the ability to adjust focus.

Work is frequently performed in a typical office environment subject to working outside of normal working hours to meet critical time lines or to provide support in department emergency response events.  While performing the duties of this position, the incumbent is subject to multiple interruptions by telephones and walk-ins by employees and citizens; may be exposed to individuals who are irate or hostile.  The noise level in the indoor work environment is usually moderate. 

Employee is occasionally subject to driving to offsite locations for field work in a variety of weather conditions; while in the field, the employee must stand or walk on variable surfaces including hard, even surfaces and uneven ground, as well as sloped embankments; work may occur in the right of way or construction sites and employee may be exposed to physical hazards such as moving traffic and heavy construction equipment; the employee is occasionally exposed to fumes or airborne particles; the noise level may be moderate to loud.

Regular and reliable attendance is an essential function of this position.

Evening or variable hours to attend meetings will be required.

Qualifications:

Education, Training and Experience Guidelines
Education:  Four year degree from an accredited college or university in physical or environmental science, or closely related field;
Experience:  Three years of experience working with surface water management and related programs, including two years implementing NPDES Phase II Municipal Stormwater Permit;
Or:  Any combination of education and experience, which provides the applicant with the desired skills, knowledge and ability required to perform the job, may be substituted for these qualifications.  Examples of these skills include:

Licenses or Certification Requirements:

  • Valid State of Washington Driver's License; and a driving record which meets the city's requirements.
  • Certified Erosion and Sediment Control Lead (CESCL) certification.
