CLASSIFICATION SUMMARY

Under the administrative direction of the Construction Services Manager, incumbent is responsible for the management and oversight of the design and construction of capital improvement projects performed by City staff, design and construction of public facilities performed by private development and utility companies, or projects performed by consultants. This is a single level classification. It is not part of a series.

 

EXAMPLES OF WORK PERFORMED

The following list reflects the essential job duties and responsibilities of this classification, but should not be considered all-inclusive.  The incumbent will be expected to perform other related duties as assigned.                                                                                                  

  • Reviews design and construction plans prepared by or submitted to the City, including areas related to water service, sanitary sewer, storm sewers, road and street systems. Prepares and reviews cost estimates; develops, modifies, reviews, and approves design, construction, and engineering standards and traffic control plans. Provides overall management for inspection/quality control of City construction projects in those same areas. Manages the inspection of both City and other projects within the public right-of-way.                      
  • Monitors progress of capital improvement projects to ensure conformance with contracts, specifications and schedules.  Completes change order negotiations within project budget.
  • Monitors progress of private development and utility projects within public right-of-way.
  • Maintains surveillance over contracts in progress, which includes: conducting site visitations; evaluating project progress; preparing cost reports; reviewing and approving payment amounts for completed work; accepting or rejecting methods, performance or completed work; and/or, performing other related activities. Oversees the maintenance of office records, maps, construction project documents and related records.                  
  • Participates in meeting with contractors, utilities, state and county officials, consultants and City staff to coordinate projects, responds to inquiries, discuss issues of concern and develop resolutions. Keeps the public informed of capital improvement projects by issuing news releases, mailing public notices, meeting with property owners and concerned citizens, and answering questions.                             
  • Assist in the preparation of budgets for capital improvement programs and with the monitoring of capital improvement budget expenditures to assure that approved budgets are not being exceeded. Participates in developing and/or updating the 6-year Transportation Improvement Plan and grant applications.
  • Assists the development community and public in understanding development conditions, guidelines, standards and regulations for various permits. Resolves customer problems and complaints concerning engineering plans, interpretation of public works and engineering development conditions, guidelines, standards and other regulations related to site development and the various applications and permitting processes managed by the Department. Responds to technical questions, explaining policies and procedures and interpreting engineering development standards. Works courteously and effectively with City staff, the Council and its Commissions, Boards and Committees, other utilities, other public and private agencies, the business community, contractors, suppliers, and citizens.
  • Provides technical input and review of construction plans and prepares or reviews project specifications.  Performs quantity takeoffs and develops estimates for bid items based upon plans.  Performs and oversees independent estimates for contract related change orders to ensure cost effectiveness in contractor proposals.  Performs and oversees approval of materials for incorporation into public works projects to ensure compliance with City Standards.
  • Assists in presenting design concepts at Council workshops, public meetings and other meetings.
  • Reviews plans and specifications prepared by consulting firms for capital improvement projects and private development projects to ensure compliance with design requirements and City standards.
  • Supervises the performance of technical staff.  Supervision includes training, work assignment and review, performance evaluations, and making hiring, termination and pay rate change recommendations.
  • Assists in the selection, negotiation and administration of consulting engineering contracts.
  • Performs other related duties as assigned.

 

EMPLOYMENT STANDARDS

This position requires a Bachelor's degree in Civil Engineering or Construction Management and five years of experience in civil engineering, including a minimum of two years of supervisory experience, or any combination of relevant education and experience sufficient to demonstrate the knowledge, skills and abilities to perform the duties listed above.  Preference will be given to candidates registered as a Professional Civil Engineer in the State of Washington.

  • Must maintain regular attendance and punctuality.
  • Must possess and maintain a valid State of Washington driver's license.
  • Must pass a criminal background investigation.
  • Must maintain a level of mental and physical fitness required to perform the essential functions of this classification.
