GENERAL SUMMARY Performs intermediate skilled administrative support work to multiple levels of management and employees in one or more key functional areas of Human Resources, and related work as apparent or assigned. Work is performed under the general direction of the Human Resources Manager ("supervisor").

MINIMUM QUALIFICATIONS:
Associates/Technical degree with coursework in human resources management, business administration, public administration, employment law, general studies or related field and three (3) years of experience in human resources administration, or equivalent combination of education and experience.
OTHER REQUIREMENTS:
DESIRABLE QUALIFICATIONS:
- Bachelor's degree in human resources management.
- Five (5) or more years of experience in human resources with at least three (3) years in a generalist or specialist role.
- SHRM-SCP, SHRM-CP, SPHR or PHR certification.
- Prior human resources experience within the public sector, and preferably in Washington State.
- Prior employee and labor relations experience, preferably in a union environment with multiple collective bargaining agreements.
- Prior experience conducting fact-findings/investigations and drafting disciplinary documents.
- Prior experience administering leave management programs (FMLA, ADA, Workers' Comp, etc.).
- Solid understanding and experience in recruitment and selection to include civil service (police/fire) processes.
- Prior experience administering performance management systems to include probationary, annual, and performance improvement plans.
- Prior benefits administration experience.
- Prior experience with NEOGOV or similar applicant tracking system.
- Prior experience with a HRIS system, or strong technical aptitude to work within a HRIS system.
- Experience conducting on-boarding and off-boarding.
