Description

SPECIFIC AREAS OF RESPONSIBILITY (SAOR):

Entry level position in the Administrative Specialist series. Work under supervision to fulfill the billing, accounts receivable, cash receipting, and customer service functions of the Finance Department. Incumbents in this position may be assigned different facets of the above functions. Assistance and instructions will be given for new or unfamiliar assignments.

EXAMPLES OF DUTIES:

• Serves as the District’s first point of contact for front counter walk-in customer assistance.
• Handles cash, check, and credit card transactions (payments on all types of accounts including issuing computer-generated receipt). Settles credit card transactions.
• Receives and transfers all incoming calls.
• Separates mail payments, remittances and posts cash receipts.
• Returns voicemail calls.
• Balances cash drawer receipts.
• Handles daily bank and post office trips.
• Date stamps mail, separates mail-in payments and posts cash receipts.
• Assists in maintaining customer account changes.
• Prepares final bills and processes refunds.
• Assists in calculating leak adjustments.
• Manages agent and third-party release requests.
• Generates bi-monthly billings and handles all associated tasks (preparation, print, sort and mail).
• Processes inter-account transfers.
• Maintains master time-off calendar, attendance file and issues daily SitRep.
• Processes duplicate billing requests.
• Performs other duties as assigned.

MINIMUM QUALIFICATIONS:

  • Understanding of the billing and collection procedures, and understanding of the business aspects of a utility’s operations. 
  • Proficient in the use of billing machines: printers, copiers, scanners, bill inserter, postage meter, etc.
  • Working knowledge of the Microsoft Office Suite.
  • Ability to compose customer correspondence.
  • Communication skills (written and oral) as applied to interaction with co-workers, supervisor, the general public, etc.  
  • Ability to work harmoniously with others. 
  • Flexibility in accepting work assignments.

Experience/Education:

• Two-year college degree preferred.
• Four years of experience in an office environment with at least one year of employment with a utility or equivalent work experience.

Licensing Requirements:

Valid Washington State Driver’s License.

Other Requirements:

Reliable and regular attendance, and the ability to work harmoniously with other employees.

WORKING CONDITIONS:

Most work is performed in a typical office environment and some driving may be required. Driving may be required. Nights and odd hours in response to emergencies may be required. This position typically requires: fingering, grasping, talking, hearing, seeing and repetitive motions. Exerting up to 30 pounds of force occasionally to move objects. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus.
