POSITION SUMMARY: The Public Works Superintendent plans, directs, and coordinates Cathlamet’s public works and utility programs. These include sewer and water utilities, streets, parks, a public pool, and various other Town facilities. Performs general administrative duties, projects management, creates and submits reports in a timely manner.
SUPERVISION: Works as a department head under administrative direction of the Mayor. The Superintendent supervises all public works staff which include several Utility Maintenance Workers, General Maintenance Workers, Pool employees, and any seasonal hires, interns, and volunteers. Responsible for managing and scheduling of all public works staff to provide adequate and efficient coverage for the operation of all Town utilities, systems, and facilities. JOB DUTIES AND RESPONSIBILITIES: • Supervise the development of plans, estimates and contract documents for public works projects • Projects management and development which may require using specific software to update itemized project steps documenting obstacles, contingencies, and status • Coordination with other entities and personnel • Oversee short term and long-range capital improvement program planning that include funding strategies • Prepare and administer an annual department budget • Administer public works construction contacts and cooperation with the Town’s engineer and other consultants; make recommendations on public works equipment • Supervise the operations of the Sewer and Water Utilities the Streets program, the Town Pool, Town Parks; oversees maintenance for all Town facilities • Assist in the creation or amendment of ordinance and resolutions as necessary to improve Public Works operations • Operate computers and enter data; producing work orders, purchase orders, schedules and timesheets • Purchases all necessary supplies, parts, and equipment; and completes projects, repairs, and maintenance accurately, timely, and within budget • Serve as a technical advisor to the Town Council, Mayor, and Town Departments on engineering proposals and other public works activities • Oversees research and compilation of all required reports in a timely manner • Seek input from citizen advisory committees (parks, pool), address utility customers and Town residents • Performs many types of unskilled work including but not limited to: driving, digging, moving, sweeping, traffic flagging, painting, repairing, carrying, (up to 80#) ladder-climbing etc. which are required to perform tasks assigned to the Public Works department • Learns to proficiently operate most Public Works Department equipment including: back hoe, dump truck, chlorinators, pumps etc. which are required to perform tasks assigned • Use a variety of hand and power operated tools and equipment, such as shovels, picks, rakes, crowbars, mowers, trimmers, electric drills, wrenches, compressor, jackhammer and various types of saws necessary to accomplish primary work activities • Maintenance of Town buildings and grounds including sweeping, painting, carpentry work, furniture moving and plumbing • Assist with the maintenance of the Public Works Department vehicles and equipment; • Locate, mark and/or repair breaks in water and sewer mains, review maps for valve locations; set up traffic control devices and excavate holes; replace valves and mains as needed • Perform street maintenance including installing signs, cleaning culverts and ditches, trimming trees, patching streets, laying asphalt and picking up litter • Assist with the maintenance and operations of the drinking water treatment plant, including obtaining turbidity, PH and chlorine readings; record results; add and mix chemicals, and fluoride as required and monthly testing • Maintain and repair reservoirs; inspect reservoirs for leaks; perform grounds keeping functions to maintain areas around reservoirs • Assist with the maintenance and operations of wastewater plant, sewer lift stations, • Assist with the maintenance and operations of drinking water and water distribution, reservoirs, fire hydrants valves, pressure reducing valves, water meters, and alarm systems • Perform meter reading duties, shut off and turn on water services to customers as assigned • Respond to all public inquiries in a courteous manner. Provide information within the scope of knowledge • Perform all work safely, following all safety rules and procedures established for work area; • Perform other duties and projects as assigned and directed
WORKING ENVIRONMENT: • Continuous training of employees which may include hands-on training and performance reviews • Works in extreme weather conditions including, ice, snow rain and during hot summer months working with paving materials • Includes work in or near traffic • Moderate potential exposure to insect bites or poison ivy • Potential exposure to chemical irritants produced by solvents • Employees are exposed to vibrations, loud noises, offensive smells, dust, dirt and water • Normal safety precautions are required, and the worker may wear protective clothing and equipment such as rain/snow gear/boots, googles, gloves, hearing protection, etc. • Work includes working in confined spaces of manholes, catch basins, and trenches during wet conditions • Work requires physical exertion such as long periods of standing, walking over rough, uneven surfaces and recurring bending, crouching, stooping and reaching, climbing steps or ladders, and occasional lifting of moderately heavy items • Administrative office duties; typing, calculating, copies, fax, emails, phones, meetings
QUALIFICATIONS AND EDUCATION: • Requires physical ability sufficient to perform essential job duties • High School / GED; College degree(s) desired, OR equivalent experience • Governmental experience desired • Strong management and supervisory and interpersonal skills • Project and budget management • Maintain informational records and files to assist with public works projects • Procedural consistency and effective team-building strategies are essential given the department’s broad mission and public health mandate • Must develop extensive knowledge of Washington State Laws relating to public works and administration • Must have a desire to learn the Town’s water and sewer systems, including mapping, boundaries, and extensive details relating to installing and connecting utilities, and tracking other utility customer data • Ability to accurately and efficiently, obtain any required knowledge and training associated for this role • Basic plumbing and electrical skills • Follows and gives oral and written instructions, communicate clearly both orally and writing • Basic mathematical skills; add, subtract, multiply & divide • Work scheduled and unscheduled overtime and be on –call as required
SPECIAL REQUIREMENTS: • Hold a valid driver’s license • Pass the pre-employment background check • Obtain all required certifications; WTPO 3, WWTPO 3, CCS, Distribution Manager 1 • Hold or obtain a First Aid/CPR Card within 6 months • Hold or obtain a State of Washington Flagging and traffic Control Card within 6 months • Attend any required Town Council meetings, workshops, or public hearings • Complete any other tasks and/or duties as asked or required
Schedule: Full-time, 40hr/week; Work week varies; Must be available outside of normal business hours for meetings, emergencies, and other operations as needed.
