This position will be funded by Sound Transit work on the Federal Way Link Extension (FWLE), and the Tacoma Dome Link Extension (TDLE). The position will be term-limited through 2024 with possible extension to 2030. The primary duties will be engineering plans review for design and permitting of the FWLE and TDLE projects.
BASIC FUNCTION: Under the direction of the Development Services Manager, perform professional duties related to project/plan review and permit issuance primarily for private development. Evaluate storm, road, drainage, and general site work for plats, commercial, multi-family and City initiated projects and work performed in City Rights-of-Way for compliance with applicable City codes, ordinances and regulations.
ESSENTIAL JOB FUNCTIONS: • Review complex civil engineering construction plans and documents for conformance to City design and construction standards, codes and ordinances including SEPA; evaluate design of street, sewer, storm drainage, and parking lots for development. • Interpret and explain City, state, federal, and APWA codes, ordinances, specifications, policies, procedures, and standards. • Assist in providing supervision, work direction, guidance, technical assistance, coordination, and review work of development review and/or inspection personnel. • Assist in coordinating projects; developing and maintaining a records and filing system related to public works issues. • Provide technical assistance during construction of projects. • Respond to questions and complaints from the public concerning engineering and public works issues. • Meet with citizens, developers, contractors, other agencies, and City departments. • Visit proposed sites to evaluate variable on-site conditions such as drainage and traffic issues for proposed development plans. • Write up and approve permits, calculate fees, conduct pre-construction conferences and explain permit conditions to applicants as required. • Meet schedules, time lines, and commitments for multiple projects on an ongoing basis. • Operate a computer and work with permit tracking system. • Represent the City and Public Works Department at public meetings and hearings. • Perform related duties and activities as developed and assigned.

EDUCATION AND EXPERIENCE: Any Combination of education and experience equivalent to a Bachelor's degree in Civil Engineering or related field from an accredited college or university and a minimum of seven (7) years increasingly responsible civil engineering experience which includes a minimum of two (2) years of experience working in a closely related position. Municipal operations and plan review experience preferred.
LICENSES AND OTHER REQUIREMENTS: Professional Registration in Civil Engineering (PE) with the Washington State Board of Registration for Professional Engineers and Land Surveyors preferred; valid Washington State driver’s license is required.
