We are searching for a dynamic leader to plan, organize and oversee the Business Support team, which includes our vanpool and ORCA for Business account support.  Areas of specific focus include account retention and ridership growth through strategic development of business relationships.

Essential Functions:
The following functions are not intended to serve as a comprehensive list of all duties performed  in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
  1. Strategically plans and manages vanpool operations, demand, and ridership growth. Manages account and participant recruitment and retention efforts, vanpool risk and fleet operations. Oversees activities and responsibilities with multi-state ride matching system.
  2. Supervises staff to include prioritizing and assigning work, conducting performance evaluations, ensuring staff is trained and following policies and procedures, and making hiring, termination and/or disciplinary recommendations. Encourage ongoing employee development. 
  3. Communicates and coordinates with staff from all departments to achieve common goals and agency wide initiatives. Maintains productive relationships with other divisions to assure rapid resolution of problems.
  4. Maintains, analyzes, and interprets statistical and performance reports relating to daily and monthly ridership totals for vanpool operations and prepares performance reports for local, state, and National Transit Database (NTD).
  5. Implements processes to ensure a successful annual State audit. Oversees Commuter, Special Use, and Community Use vanpool programs including contract administration.
  6. Manages assigned budget; monitors and controls expenditures.
  7. Develops and maintains ORCA for Business and vanpool data analysis program. Forecasts how changes in the economic environment may impact ridership. Reviews and assesses program elements and services for effectiveness and improvement. Compares current program to nationwide programs and makes adjustments as needed.
  8. Pursues statewide vanpool funding opportunities through coordination with WSDOT, WSTA, the legislature, and vanpool providers. Collaborates on statewide initiatives, incentives, grant funding, and long-range plan development. Works closely with WSDOT to assess regional market demand, service needs, budget needs and Pierce Transit's role in those arenas.
  9. Demonstrates regular and reliable attendance.
  10. Performs other related duties as assigned.

 

 Qualifications:
Knowledge of and skill in applying: 
Applicable local, state and federal laws, codes and FTA regulations
Principles of training and supervision
Budget preparation and administration
Record keeping techniques
 
Skill in and ability to: 
Planning, organizing, coordinating and scheduling work
Communicating effectively, both orally and in writing
Assessing training needs and coordinating training programs
Supervising, training and evaluating assigned personnel
Establishing and maintaining cooperative and effective working relationships
Identifying and resolving problems/conflict
Making sound judgments and decisions based on established policies
Developing and assigning work schedules and establishing priorities
Maintaining records; preparing and submitting narrative and statistical reports
Using a computer and related software applications
Analyzing situations effectively and adopting appropriate course of action

Required: Bachelor's Degree in Business, Public Administration, or a related field and four (4) years of experience to include at least two (2) years progressively responsible supervisory/leadership experience related to area of assignment; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
