Position Description:

Seattle Parks and Recreation (SPR) is a national leader and innovator in the services and programs we provide to our residents who enjoy our public spaces such as parks, community centers, specialty gardens and swimming pools. SPR manages a 6,400-acre park system of over 485 parks and extensive natural areas. SPR provides athletic fields, tennis courts, play areas, specialty gardens, and more than 25 miles of boulevards and 120 miles of trails. The system comprises about 12% of the city's land area. SPRs also manages many facilities, including 27 community centers, eight indoor swimming pools, two outdoor (summer) swimming pools, three environmental education centers, two small craft centers, four golf courses, an outdoor stadium, and much more.

SPR is looking for a creative, dynamic, inspiring leader to guide a large, successful and well-established volunteer program. The Volunteer Initiatives and Programs (VIP) Unit Manager will:
•Manage a team of two Volunteer Program Coordinators whose work touches every aspect of the organization.
•Manage key community relationships, be a champion for volunteers and volunteerism, advocate for creative ways to make the unit's work more effective and chart a course for this unit's work into the next decade. This is a highly visible position, with the outcomes of the group's work performance reported annually to key stakeholders and the community.
•Research, create and maintain policies and procedures that support staff and volunteers.
•Apply a deep understanding of city, state and federal laws that govern volunteer safety, risk management, background checks and volunteer privacy.
•Manage the department-wide use of a cloud-based online volunteer recruitment, registration, placement and data collection system.
•Administer background check process for volunteers.
•Provide technical and policy expertise to all levels of the organization, elected officials, community groups and other agencies.

The successful candidate will have the ability to analyze and assess internal and external environments as they will impact the volunteer program.
SPR has the largest and most robust volunteer program within City of Seattle government. As such, the Supervisor acts as a resource to other volunteer coordinators within city government and to staff managing similar programs in other municipalities. The successful candidate is an expert on the laws, trends, and best practices in volunteer management, and has used their expertise in a professional setting. The position performs work independently and keeps supervisor informed of potentially controversial issues.

The VIP Unit supports staff utilizing volunteers in the field with the volunteer database and the Citywide events calendar, along with other processes and systems as required. Staff develop - with employees - an ongoing education plan for volunteer recruitment, retention, and onboarding. The Volunteer Coordinators train volunteers in the field in the skills necessary to build community with their neighbors and engage new neighbors in volunteering. Coordinators also support volunteers and staff in the field to use of volunteer systems and reporting processes that have been developed to support the program.

Job Responsibilities:

Position duties include (but are not limited to):
•Provide high level information on volunteer programs to elected and union officials, superiors and municipal employees nationwide.
•Lead, motivate, supervise, and evaluate two program coordinators.
•Implement a developed teamwork plan that includes goals and benchmarks outlining team goals for the coming years.
•Continually implement best practices to improve customer service to both internal and external customers.
•Continually implement best practices to provide volunteer support training to staff in the field.
•Prepare and monitor the unit budget; identify and analyze staffing and equipment needs and maintain finance and personnel records.
•Provide training and leadership in new techniques in database management, reporting, calendar and web site promotion, and in the use of volunteer data in larger department reports.
•Develop and implement a recognition plan for volunteers and coordinate recognition events.
•Develop systems and processes for soliciting volunteer feedback.
•Analyze the department's volunteer needs and use data to design volunteer positions to respond to those needs.
•Respond to inquiries, concerns or problem incidents reported by the public.
•As needed, develop documentation to manage volunteer performance.
•Protects volunteer privacy.
•Develop memoranda of understanding and other agreements with volunteers and other stakeholders interesting in support parks and programs.

Qualifications:

Minimum Qualifications:
•Three years' experience in planning, research, parks and recreation, human services, personnel, environmental issues or conservation or other work related to city planning and development issues; and a baccalaureate degree in planning, human services, recreation, conservation, personnel or related field (or a combination of education and/or experience and/ or training which provides an equivalent background).
Desired Qualifications: •CVA (Certification in Volunteer Administration) Professional Certification
•Five or more years' experience supervising professional staff.
•Three or more years' experience coordinating volunteers in a public agency or nonprofit setting. Must demonstrate a grasp of best practices in volunteer management.
•Experience working with social media, including Facebook, Twitter, Flickr and Instagram.
•Experience working in Volgistics, or a similar volunteer tracking software.
•Expert with MS Excel, Word
•Excellent written and oral communication skills
•Valid Washington Driver's License or evidence of equivalent mobility.
