Job Summary: Under general supervision, performs intermediate to advanced level professional accounting work, including the preparation of various financial reports, reconciliations and assistance to senior level Finance staff. Incumbent must possess a high level of integrity and honesty, as well as a strong customer service approach.
Roles and Responsibilities: • Responsible for compiling necessary information to prepare the annual allocation of overhead costs to the City’s operating funds. • Provides backup for payroll as well as performs necessary reconciliations to the payroll system. • Reconciles transfers in and out on all city funds. • Oversees the City’s work order system. • Assists senior level Finance staff in the following areas: • Awareness of changes in laws that impact the content and preparation of reports. • Assisting other departments in understanding and following Finance Department procedures to assure proper recording of transactions. • Maintaining the accuracy of the postings to the general ledger. • Creating trial balances, balance sheets, income and cash flow statements. • Maintaining and preparing the Cost of Service Analysis on all utility and service departments that require individual customer monthly or annual rates. • Updating the City’s Affordability Index. • Preparing the personnel budget. • Auditing revenues and fees citywide to ensure compliance with City Code. • Researching accounting issues and new procedures to ensure compliance with GASB, GAAP and BARS regulations. • Assisting with various daily and monthly cash management and banking activities and maintaining appropriate detail records.
Annual Salary: $67,786 - $81,017 Benefits include: Deferred Compensation – employees are eligible to receive a 3.0% matching contribution, 12 paid holidays and accrued vacation and sick leave; medical insurance with Health Savings Account and dental and vision insurance; Employee Assistance Program: life insurance; long-term disability insurance and Washington State Retirement (PERS).
Qualifications: Education: Bachelor’s degree from an accredited college or university in accounting, or finance with an emphasis in Accounting.
Experience: A minimum of three years professional level accounting experience, preferably municipal accounting experience.
Possession of a valid Washington State driver’s license at the time of appointment, or the ability to acquire one within thirty (30) days, and a driving record acceptable to the City’s Risk Manager.
