Description

We are looking for a dynamic, ultra-collaborative individual with a passion for making history to join us in the beautiful City of Wenatchee for the essential Public Works Department position of Business & Asset Manager.

Position Overview:
Performs, plans, organizes, manages and oversees financial activities and operations of the department including budget compliance, payroll, accounts payable and receivable and financial reporting. Provides overall department asset management direction, coordination and evaluation.

Essential Job Duties:
- Develops and administers the department budget in conjunction with the Director and division managers, including preparation of budget narratives highlighting accomplishments and funding needs.
- Coordinates with divisions using the asset management system and oversees software implementation and maintenance.
- Performs cost-benefit analysis and provides division managers with revenue and expenditure forecasting. Monitors and maintains expenditures within budget guidelines. Prepares monthly budget reports for distribution and review.
- Develops and updates reports and maintains databases for maintenance history, work orders, logs, equipment records, management information and facilities inventory. Prepares reports on efficiency, cost, time, supplies, materials used and work accomplished.
- Collaborates with GIS staff to integrate GIS datasets into asset management programs and other GIS supporting applications.
- Oversees Capital Improvement Program (CIP) contract coordination. Oversees facilitation and collection of CIP information for the WA State Auditor’s Office.
- Conducts studies and make recommendation regarding organization, program activities and internal procedures, including systems, workflows, forms and instructions for various department processes.
- Participates in the employment process including hiring, on-boarding, initial review periods and training programs. Assigns, trains, supervises and evaluates work to staff.

*The person in this position will have a unique opportunity to collaborate among multiple divisions and make history by developing and implementing the City’s first ever asset management program.

Qualification Requirements:
- Bachelor’s degree in Accounting, Finance, Business or Public Administration or another related field.
- Five (5) years of business management experience in public works, utilities or construction including two (2) years of this experience in a supervisory capacity.
- Requires knowledge of current trends, principles and practices of public works administration and accounting and sound business reporting and communications.

The Department is 70 dedicated employees strong among the following divisions: Engineering, GIS, Operations (Fleet, Facilities, Street Maintenance), Utilities (Environmental, Water Distribution, Storm/Sewer Collections, Wastewater Treatment Plant and Regional Water Plant).

City of Wenatchee Government
