General Statement of Duties Under general supervision, a Crewleader serves in a lead capacity to plan, schedule, direct and supervise the work activities of assigned personnel and participates at the journeyman level in maintenance, repair and installation of City facilities. Performs related work as required. Work hours are varied and include evenings and weekends.
Distinguishing Features of the Class A Crewleader performs skilled journeyman-level tasks involving equipment operation, maintenance, construction and other related work. A Crewleader serves in a lead capacity with responsibility for training, supervising and directing personnel in the maintenance, repair and installation of City facilities. Must demonstrate an ability to work independently with minimal supervision. Must plan the details necessary to carry out assignments, to use considerable initiative in identifying and resolving problems; and performs related work and weekend and overtime work as required. A Crewleader is distinguished from a lower level General Craftsworker by acting in a lead capacity; training, supervising and directing the work of personnel; planning and making work assignments; developing equipment specifications; and making higher level decisions. May be required to perform any work ordinarily performed by General Craftsworkers.
General Duties Plans and organizes work to be performed; schedules and assigns personnel and equipment and assigns work; performs frequent field inspections to ensure that employees are performing work assignments in an efficient and safe manner and meeting project schedules; requisitions necessary equipment and supplies and maintains an accurate and up to date inventory of all equipment and supplies; assists in establishing new equipment specifications; assists in evaluating employee performance and makes recommendations for personnel actions, including hiring, firing and discipline, consistent with City policies; investigates and resolves problems relating to trouble calls and complaints; trains personnel in equipment operation, maintenance and operation methods and safety policies and procedures; supervises and reviews work to ensure proper quality control and that proper procedures are followed; provides verbal and written reports to superiors concerning the status of work projects; maintains daily work records; makes recommendations concerning maintenance and system improvements; assists in preparation of the annual budget; may be required to assume the duties of the division supervisor in his/her absence; and performs related work and weekend and overtime work as required.
Water Distribution Division Participates in all facets of the construction, installation, operation, maintenance and repair of water lines and related facilities; constructs and maintains water lines, meters, hydrants, mains and valves; operates all water construction and maintenance equipment, including backhoe, front-end loader, concrete saw, dump trucks, compaction whacker, meter testing bench, large hydraulic tapping machine and a variety of hand tools; performs chlorine residuals and health samples; remains knowledgeable of the methods, materials, equipment and procedures involved in water distribution operations and maintenance; reads and interprets engineering plans and specifications; reads, interprets and implements information in operations and maintenance manuals; analyzes data obtained from meters and water samples; performs precision measurements and calculations; evaluates data and acts independently to respond to distribution items; and performs related work and weekend and overtime work as required. This position is designated by the Washington State Department of Health as the certified operator in charge of the active daily and technical operation of the Water Distribution System, and requires certification as Water Distribution System Operator at the same level as the plant designation (currently Level IV). Candidates must possess the appropriate level of certification as required by WAC 246-292-050, or temporary certification as required by WAC 246-292-080.
Minimum Qualifications Must possess a high school diploma or G.E.D. and at least four (4) to five (5) years of experience performing construction, installation, maintenance and repair of water or wastewater facilities, streets parks or related facilities, and experience in a lead or supervisory capacity. Demonstrated knowledge of safety procedures; ability to plan, schedule, organize, direct and supervise the work of maintenance and construction crews and to delegate effectively to others; knowledge of supervisory and personnel management techniques; ability to establish and adjust work procedures; ability to perform material quantity calculations; ability to explain and relay information to subordinates in an effective manner conducive to maintaining productivity and morale; ability to train personnel in safe equipment operation and methods and procedures; ability to resolve public complaints effectively and courteously; ability to accurately complete reports; ability to establish and maintain effective and harmonious working relationships with co-workers, supervisors, City officials, and the general public. Must possess and maintain a valid, unrestricted Washington State Driver's License. Must possess or obtain the following within six (6) months: flagging, first aid, and any other appropriate certifications as required by law, ordinance or department regulations. Must maintain Department of Social and Health Services certification requirements. Additional Minimum Requirements per Division/Department: Water Distribution Division Competent person training in trenching, shoring and excavation. Competent person training in asbestos cement pipe handling. CDL Class A (to be obtained within 6 months of hire). Water Distribution Manager, Level IV (to be obtained within 18 months of hire). Cross-Connect Control Specialist Certification (to be obtained within 18 months of hire). Other skills or certifications required by regulation.
