GENERAL SUMMARY:

EXAMPLES OF DUTIES:

ESSENTIAL AND MARGINAL FUNCTION STATEMENTS Essential and other important responsibilities and duties may include, but are not limited to, the following:
Essential Functions:

  1. Maintain the overall health of the City's network infrastructure: troubleshoot and resolve problems within the City computer network, including wide area, virtual, wireless and local area networks; design, implement and maintain network upgrades and enhancements to ensure capacity, reliability and security.
  2. Design, implement and support enterprise storage area network technologies for best use of City's data storage capacity and system performance; lead design, implementation and maintenance of the City's virtual environments.
  3. Design, administer and maintain servers and associated operating systems for optimum security performance and utilization; configure, administer and maintain the City's email system ensuring security, reliability and availability; develop and maintain user directory policies, login scripts, active directory databases and associated user information stores; maintain design and growth of active directory services and group policy objects (GPOs).
  4. Research and maintain knowledge of emerging products, services, protocols, and standards in support of network computing and information technologies   Assist higher level staff with planning for future acquisitions and upgrades to equipment and software.  Perform needs assessment, capacity analysis, compatibility assessment, equipment evaluations, and life-cycle costing analysis in formulating recommendations.
  5. Implement security requirements; help identify vulnerabilities, recommend solutions and ensure adequacy of existing information security controls.
  6. Handle difficult and complex network and software problems that cannot be resolved by the technical support staff.  Serve as liaison with vendors for the procurement of new system technologies, oversee installation, and resolve adaptation issues.
  7. Manage the deployment, monitoring, maintenance, development, upgrade, and support of IT systems, including networks, the City's data center, services, software, operating systems and associated hardware. 
  8. Develop technical specifications and system requirements for Request for Information (RFI) and Request for Proposal (RFP) documents.  Review bids and proposals and make recommendations for vendor selection.
  9. Maintain documentation of the network system including installations, problems, fixes and upgrades.
  10. Support Virtual Desktop Infrastructure (VDI).
  11. Work with other Division staff to implement and resolve problems associated with communications, methods, and protocols used between various City computer systems.

Marginal Functions:
Perform related duties and responsibilities as required.

 

QUALIFICATIONS:

Knowledge of:
Routers, firewalls, switches, storage area networks, virtualization and operating systems.
Operational characteristics of local, wide area and other networks.
Methods and techniques of local and wide area network design and configuration.
Methods and techniques of systems installation, configuration and upgrading.
Techniques used in installation, integration, configuration and troubleshooting of network and server operating systems.
Emerging products, services, protocols and standards in support of IT and network computing.
Pertinent Federal, State and local codes, laws and regulations.
 
Ability to:
Design, implement and maintain the City's local, wide area and other networks.
Troubleshoot network and server problems.
Plan, design and maintain storage area networks and virtual environments.
Evaluate new technologies to improve network and server system reliability.
Maintain the confidentiality of files and materials accessed.
Maintain current and accurate records.
Respond outside of normal business hours to alerts and other technical issues.
Communicate clearly and concisely, both orally and in writing.
Establish and maintain effective working relationships with those contacted in the course of work.
 
Experience and Training Guidelines
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:
Experience:
Four years of increasingly responsible experience in the analysis, design, maintenance of information technology infrastructure and network administration.
Training:
Bachelor's degree or equivalent with primary emphasis in information technology management, business, computer programming, mathematics or related field.

Training or experience in the following technologies is strongly preferred:

  • HP Switches w/ Multiple VLANs
  • Ubiquity Wireless
  • Mitel Phones
  • VMware ESXi
  • VMware View & Thin Clients
  • Windows 2003, 2008, 2012, 2016
