POSITION INFORMATION

Under the direction of the Parks Manager/Assets and Facilities Services, performs a variety of complex and independent duties associated with supervision, maintenance activities and capital construction projects. This position provides technical information regarding design, use, installation, and maintenance of building energy systems and the components for building construction. Employees allocated to this classification research ways to improve the energy efficiency of building energy systems and structures. The work includes undertaking literature review, monitoring energy use in buildings, and overseeing building infrastructure operations.

ESSENTIAL DUTIES:
Supervise, assign, review the work, prioritize, train, provide work direction and assist in the performance evaluation of assigned full-time and seasonal maintenance staff; complete time cards; participate in personnel selection process and recommend personnel action as required. Supervise and coordinate annual facility assessment, helping to identify facility and District needs and prioritize facility improvements within available resources. This position manages the SMART [Scheduled Maintenance and Repair Team] program for the district. Schedules and completes site inspections to determine compliance with construction documents or to provide technical assistance with system designs, installation, district standards and policies. This includes following projects from design phase through warranty phase. Monitor the energy efficiencies of Park District buildings, structures and facilities; supervise the safe and timely completion of assigned work. Function as a representative of the Parks and Recreation Department and communicate with other departments, personnel, architects, engineers, contractors, vendors, suppliers, and outside organizations to coordinate maintenance activities, and capital construction projects. Performs construction project management, which includes: administering the activities of multiple concurrent projects; performing related construction inspections to ensure conformance/performance of contractors with design, specification, and contract documents. Anticipate and coordinate needed revisions to construction plans to changed conditions and/or reductions through evaluations of construction in progress. This position has the knowledge, understanding of general practices, methods, materials and equipment used in facility maintenance and building services. Implement metrics appropriate for maintenance and operations to track trends, productivity, and resources that are in line with the preventative maintenance plan to minimize unanticipated interruption of operations. Provide planning, leadership, and direction in the development and implementation of short and long range plans, goals, and objectives for the District buildings/facilities. Identify energy conservation measures and associated savings potential, inspecting building conditions and maintenance needs for energy efficiencies. Work with Project Managers to determine qualification of bidders and organize the pre-construction conference to coordinate the design, construction and inspection of Public Works improvements to insure the contractor and Metro Parks are fully aware of all requirements. Review plans for design, implementation, and performance of energy-efficient building systems and components, and provides technical advice and recommendations. Oversee construction and renovation of buildings and facilities to ensure energy efficiencies. Perform duties of the manager in the absence of the manager.


MINIMUM QUALIFICATIONS:


EDUCATION & EXPERIENCE: Five or more years of increasingly responsible experience in construction management/supervision and facilities maintenance is highly desired. Bachelor's Degree in Construction Management highly desired.

LICENSE & OTHER REQUIREMENTS: Valid Washington driver's license. Valid Washington State Architects or Engineers license as applicable. Advanced computer skills. Must be able to obtain a valid First Aid/CPR Card within probationary period.
