Description

Under the supervision and direction of the Finance Director, the Budget Analyst performs work, which is characterized by complex analytics including the preparation of the annual/biennial budget, monthly and quarterly financial statements and reporting on variances from the adopted budget. This position is responsible for researching and communicating economic and financial developments that affect the City's comprehensive six-year revenue and expenditure forecast across all funds, and assists management with technical solutions to enhance cohesiveness between departments and the financial & budgeting processes. This position is also responsible for compiling the annual and biennial budget book, coordinating and submission of government financial and budgetary information to internal and external partners.


ESSENTIAL DUTIES:
Develops the City's consolidated annual and biennial budgets for management approval;
Develops and maintains a 6-year Budget Plan Forecast;
Develops and proposes enhancements (amendments) to annual or biennial budgets; Analyzes whether budget requests can be achieved based on known capacity constraints and inform management of potential funding challenges;
Develops, writes and compiles the City's Annual Published Budget Book;
Prepares monthly and quarterly financial revenue and expenditure projections;
Trains and assists departments in formulating their budget submissions;
Reviews proposed budget submissions from department directors for accuracy and completeness;
Assists and trains staff to understand budget requirements and recommendations as necessary;
Assists in clarifying the accounting treatment in compliance with the State of Washington BARs Manual;
Serves as the liaison in the budget & finance system configurations, upgrades and future technical solutions to promote cohesiveness between departments and the financial & budgeting processes;
Assists and creates adjusting journal entries as needed to correct improperly recorded transactions and record interfund services and transfers;
Coordinates and facilitates departmental meetings as needed to understand future budgetary needs;
Assists in the preparation of debt financing undertakings and strategies;
Ability to work independently with minimal guidance, and work collaboratively with others in a team environment;
Other duties as assigned.


EDUCATION, EXPERIENCE & OTHER REQUIREMENTS:
Bachelor's degree from an accredited four-year college or university with an emphasis in Business Administration or related field;
Three (3) years related experience (business, accounting, finance);
Excellent MS Excel skills and advanced proficiency in using PC Applications: Publishing Software, Pivot Tables and PowerPoint along with a working knowledge of Enterprise Resource Planning (ERP) Systems.
Possession of or the ability to obtain a valid Washington State driver's license.
Must have a good driving record
Must pass a background check.


ADDITIONAL INFORMATION:


KNOWLEDGE OF:
Generally accepted accounting principles, practices and procedures (GAAP) and accounting and reporting systems for municipalities (BARS), including data processing systems and their relationships to and use in accounting;
Comprehensive knowledge of municipal budgeting, capital budgeting and financing mechanisms, financial management practices and financial forecasting techniques;
Advanced query and spreadsheet applications and data processing applications for routine accounting procedures.
Demonstrated experience in financial and statistical modeling; setting assumptions for a variety of fiscal, operational and hypothetical analyses.
Working knowledge of RCWs relating to Code cities and budgeting.

Ability to apply effective written and oral communication skills to explain, clarify, write, analyze and resolve sensitive and/or complex accounting issues;
Ability to analyze, evaluate and summarize complex and technical financial records for accuracy and conformance to procedures, rules, regulations code;
Ability to work independently with minimal guidance, receive and respond well to direction, and ability to work collaboratively with others in a team environment;
Ability to assess the performance of funds, departments and individual accounts and to recommend corrective actions or make procedural improvements;
Ability to comply with City ordinances with consistency and impartiality;

Ability to generate ideas, develop alternatives, challenge the status quo with a continuous improvement mindset;
