Description

GENERAL FUNCTIONS

Organizes, manages and administers the City's personnel systems and services. The department assists all City departments in recruitment and selection, administration of job classification and wage plans, employee training and development in addition to coordinate assigned activities with other departments and outside agencies. To ensure compliance with employment regulations and guidelines as dictated by federal, state and municipal laws. To provide highly responsible and complex administrative support to the City Manager.

As a member of the City's Leadership Team, the position is expected to demonstrate and foster excellent communication skills and to actively and effectively engage in strategic planning and organizational development.

SUPERVISION

Independently administers and creates programs involving new, recurring and varied work in accordance with established policies, procedures and legal requirements under managerial direction from the City Manager. Exercises independent judgment and decision-making in the interpretation and application of personnel regulations to non-routine or unusual situations. Exercises director supervision over professional and support staff.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Directs and supervises the staffing function of the City by recruiting, testing and pre-screening applicants; participates in and/or coordinates interviewing process; coordinates with departmental managers to determine staffing needs; recommends and develops selection standards and employment procedures, and assures their consistent application; completes confidential background and reference checks on prospective employees; makes recommendations on staffing and classification issues and reviews all new budget requests; monitors positions in other departments. 
  •  Manages labor relations activities, including acting as Chief negotiator: performs research and preparation for collective bargaining meetings.  Handles and/or participates in grievances and interest arbitration hearings.  Directly assists all departments in the resolution of grievances and administration of collective bargaining agreements. (NOTE: No current represented City Staff) 
  •  Prepares recommendations for department budget based on staffing and resource requirements, services to other departments and department objectives and priorities; manages assigned operations to achieve established work plan within budgeted funds and with available personnel; plans and organizes workloads and staff assignments, reviews progress and directs changes as needed. 
  • Provides for competitive and equitable compensation programs by preparing position descriptions, obtaining external salary information, maintaining classification plan and recommending salary adjustments; coordinates selection and costing of benefits and resolves benefit related issues; researches new benefits; determines cost of total compensation. 
  •  Advises managerial, supervisory staff and City Manager on personnel matters; reviews salary increases.  Consults with department managers to prepare action plans to resolve employee problems, acts as mediator in conflict situations, and participates in counseling and disciplinary hearings as needed. 
  • Serves as resource person for all staff by disseminating information, interpreting and responding to inquiries regarding administration of personnel rules and regulations, terms of bargaining agreements, and administrative policies and procedures. 
  • Monitors and assures accurate records for timely implementation of appropriate employee performance increases, verifying accuracy of data submitted by department heads for approval; monitors and revises performance evaluation system. 
  • Assures that personnel activities are documented in accordance with requirements of the City and other government entities; supervises and prepares summary and periodic reports as required. 
  • Provides strategic planning and coordinates activities for maintaining optimum employee morale, interdepartmental teamwork and employee development. 
  • Recommends updates and revisions to the City's personnel rules and regulations for City Council approval; develops and revises administrative policies and procedures related to human resources management. 
  • Represents the City at intergovernmental meetings related to personnel functions to obtain and implement information regarding current personnel legislation and practices. 
  • Develops and coordinates the City's compliance with new or revised federal and state laws affecting human resources management; works with community representatives and department heads to comply with ADA. 
  • Represents City in administrative hearings such as unemployment, industrial insurance, and human rights.  Investigates claims and prepares responses on behalf of the City. 
  • Develops and implements accident prevention plan and process for handling industrial injuries; works with risk management to develop safety program for the City. 
  • Researches, develops and implements an automated human resources information system. 
  • Supervises the work of lower-classified employees, checking progress and completed work; implements ways to improve efficiency.

OTHER JOB DUTIES

  • Coordinates employee requests, executive review, and payments to employees for tuition reimbursement as well as other general HR Policy implementation requirements. 
  • Develops and teaches classes on a variety of human resources matters and issues. 
  • Conducts special studies and research projects as assigned.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of:

  • Thorough knowledge of principles and practices of public personnel administration and human resources issues.
  • Considerable knowledge of effective personnel policies, rules and procedures.
  • Knowledge of principles and concepts of job evaluation systems, salary administration practices, and related issues.
  • Knowledge of current laws and regulations pertaining to affirmative action, employee benefits, and personnel administration.
  • Knowledge of recruitment and selection procedures and administrative support requirements.
  •  Knowledge of labor relations and collective bargaining.
  •  Knowledge of office procedures and techniques.
  •  Knowledge of safety and industrial insurance laws and application.

 

Skills / Abilities:

  • Ability to interpret and administer City personnel policies and procedures and negotiated agreements.
  •  Ability to plan, assign and evaluate the work of assigned staff.
  • Ability to effectively resolve or facilitate the resolution of conflicts, fostering compromise and cooperation among conflicting groups.
  • Ability to communicate effectively both orally and in writing.
  • Ability to establish and maintain effective working relationships with other employees, elected officials, agencies, and the public.

MINIMUM QUALIFICATIONS

Six years of increasingly responsible human resources administration experience including three years of management and administrative responsi­bility.   Bachelor’s degree from an accredited college or university with major course work in human resources management, business administra­tion, public administration or a related field. Experience with HR administration in the public-sector environment highly desired.

LICENSING AND CERTIFICATIONS

Senior HR Certification desired (SPHR or SHRM-SCP), Valid Washington State Driver's License with driving record free from serious or frequent violations.

EQUIPMENT USED

Personal computer, including word processing software (Microsoft Word), Adobe Suite, Excel, Outlook, Springbrook, copier, fax, multi-line phone system, calculator, video camera, and still camera.

Mobility sufficient to establish and continue contacts with all community members is required. Duties are frequently performed under the stress of information deadlines, pressure from the public, and/or the press for information on sensitive issues. The conditions encountered will vary depending on the sensitivity and complexity of the information to be disseminated, the format used for dissemination, and the target audience.

WORKING CONDITIONS

Duties are performed both individually and as part of a work team. Attendance at night meetings and at weekend events may be required, and meeting project deadlines may require working more than forty hours per week. This is a FLSA-exempt position, not eligible for overtime compensation. The position serves at-will.
