Description

Under the direction of the City Manager, plan, organize, control, direct and coordinate the operations and activities of the Public Works Department. Facilitate and ensure internal and external communications and delivery of service.

This is a single-incumbent classification which serves as the head of the Public Works department. Independently applies sophisticated management principles and skills, with planning and management experience focused strategically. Supervises and provides leadership to department staff. May be designated as the official City Engineer.

ESSENTIAL DUTIES:

Plan, organize and direct operations and activities of the Public Works Department to assure departmental program objectives are met. The Public Works Director directly supervises the City Engineer and Public Works sections related to engineering, construction management, projects related to streets, water, sewer, storm water systems, fleet management/maintenance, grounds, parks and building maintenance
Plan and review comprehensive public works programs for the City including Capital and Transportation Improvement Plans.
Maintains and promotes team centered participatory management, including authority to line supervisors. Trains and develops staff. Has frequent communication with employees to explain policy and solicit ideas. Implements viable suggestions and devises methods to reward good work.
Effectively communicate with various City personnel, departments, divisions, outside organizations and governmental agencies and others to coordinate Public Works program operations and activities and to provide and receive technical information and assistance as required.
Ability to build rapport and trust with employees and support open and transparent communication and leadership.
Provide support and technical advice to staff and various divisions of Public Works to assure efficient and timely completion of objectives.
Develop, implement and interpret departmental policies and procedures.
Develop and implement organizational and operating plans, budgets, procedures and goals to achieve maximum effectiveness, efficiency and innovation.
Attend and participate in a variety of conferences, meetings, hearings and committees; participate in technical reviews and interviews as required.
Prepare and direct studies, reports and recommendations relative to the Public Works program as required; prepare various written materials and correspondence as required.
Prepare and present budget estimates and work programs; control departmental budget expenditures; coordinate budgetary and fiscal activities as required.
Supervise, direct, evaluate and assure appropriate training of assigned personnel; participate in various personnel activities including the recruiting and selection process.
Respond to citizen inquiries, complaints and requests for assistance.
Respond to City Council inquiries, complaints and requests for assistance.
Review a variety of related technical and professional publications.
Perform related duties as assigned.

EDUCATION, EXPERIENCE & OTHER REQUIREMENTS:
An equivalent combination to: graduation from a four-year college or university with major course work in engineering, public or business administration and in governmental public works administration including ten years of administrative and supervisory experience in governmental public works administration.

LICENSES, CERTIFICATES AND OTHER REQUIREMENTS

Registration with the Washington State Board of Registration for Professional Engineers and Land Surveyors may be required.

Valid Washington State Driver's License is required.

Professional Engineer License (PE) highly desired.

Fundamentals and accepted practices in public works administration.
Systems, facilities, equipment, operations, testing, materials, methods, techniques, and practices involved in the construction, installation, maintenance, and repair activities of public works.
State, Federal, County, and City regulations affecting department operations, safety and environmental protection.
The fundamental principles and current practices of administration, including those related to management, goal setting, personnel, administration and general budgetary and fiscal practices; with special emphasis in the area of public works.
Fleet management and vehicle maintenance.
Principles and issues involved in planning and financing of public works programs and projects.
Principles and practices of civil engineering as related to design, construction and maintenance of municipal public works.
Principles and proper practices of administering and directing the activities of professional, technical, skilled, unskilled and clerical personnel in a large organization and a high degree of ability to put such principles into actual practice through municipal government administration and promoting the important role of public works in that administration.
State and Federal laws and procedures relating to municipal public works, budget, project management and funding of those Public Works functions.
Interpersonal skills using tact, patience and courtesy.
Principles and practices of administration, supervision and training.
Applicable laws, codes, regulations, policies and procedures.
Basic research methods.
City organization, operations, policies and objectives.

ABILITY TO:

Plan, schedule, and review the work and performance of subordinates in a manner conducive to proficient performance and high morale.
Develop new and innovative programs to support City Public Works and Public Works employees.
Prepare and/or direct preparation of comprehensive reports, budgets, departmental materials and correspondence.

Communicate clearly, courteously, tactfully, and with respect for the general public.
Express ideas effectively, both orally and in writing, to elected officials, citizens and professionals in an understandable manner.
Establish and maintain effective working relationships with elected officials and other city employees.
Read and interpret maps, property descriptions, charts, graphs, and statistical data;
Read and interpret engineering plans and designs;
Analyze complex problems, develop recommendations and implement sound solutions.
Use personal computer skills including word processing software (Microsoft Word for Windows, Excel, and Access).
