EMPLOYMENT STATUS: Regular, Full-Time SALARY RANGE: $5,223-$6,331/month DOE OPENS: December 96 2019 CLOSES: When Filled, 1st Review 12/20/19 ESSENTIAL DUTIES: Assist the Community Services Manager with managing the City's CDBG and Human Services General Fund Programs including, but not limited to, policy and program development; funding recommendations; grant application analysis; contract development and monitoring; inter-jurisdictional coordination; technical assistance to agencies; and support to CDBG programs. Monitor Human Services contracts, both CDBG and Human Services General Fund by providing technical assistance on matters of contracting, record keeping, reimbursement requests, program outcomes, and performance measurement; oversee and review monthly and/or quarterly billings and service reports; perform site visits; verify service reports; and ensure compliance with applicable federal CDBG laws, rules, and regulations. Research and analyze demographic, statistical, socioeconomic data, service reports, and need indicators on Human Services issues in order to be the primary coordinator of the Consolidated Plan and related HUD documents and plans. From time to time, reports may also be written for City Council, Human Services Commission, the public, City staff, and/or other relevant groups. Participate as part of the funding-cycle team which includes, but is not limited to, assisting local agencies and non-profits applying for funds; drafting Request for Proposals for funding CDBG and other projects as assigned; and reviewing applications for funding. Coordinate programs and activities with local and regional human service providers and with other jurisdictions; funding, and policy development as assigned by the Community Services Manager. Research and develop recommendations for policies and programs relating to Community Development Block Grant (CDBG) and Human Services for presentation to the Human Services Commission (HSC). Organize, facilitate, and provide staff support for citizen advisory committees, as needed. Act as primary staff support to the HSC. Develop resource information and brochures to assist citizens; coordinate with local agencies to provide assistance to citizens in need. Coordinate short and long-range Human Services related projects; including research, analysis, and development of projects and preparation of reports. Follow and actively support the City’s mission, vision, values, and behavior statements. PERIPHERAL DUTIES: Perform related duties as assigned. KNOWLEDGE OF:
ABILITY TO:
EDUCATION AND EXPERIENCE: Bachelor's degree in Social Services, Planning, Community Development, Public Administration, or related field; and Three (3) years experience in Community Development, Community Services and/or Human Service programs at a professional level. Familiarity and training with Federal grant programs that support Community and Economic Development, Community and Human Services, and Housing. In place of the above requirement, may possess any combination of relevant education and experience which would demonstrate the individual's knowledge, skill, and ability to perform the essential duties and responsibilities listed above. LICENSSES AND OTHER REQUIREMENTS: Valid Washington driver’s license. ENVIRONMENTAL CONDITIONS/PHYSICAL EFFORT: Work is performed primarily in an office or meeting site environment. Employee may be exposed to noise from basic office equipment operation. Some work will be performed in the community and may require travel in adverse weather conditions and work during regular, evening and weekend hours.
