The City of Marysville is seeking an experienced Project Construction Manager for the building of a new Civic Center. The two story project includes a Public Safety Facility consisting of Police Facilities, Jail and the Municipal Court. Additionally, depending on bidding budget constraints, the project may include a new attached four story City Hall facility. The project is generally bounded by Delta Avenue to the east and the BNSF Railroad to the west, between 5th Street to the south and 8th Street to the north. The successful candidate must possess the knowledge, experience and confidence to engage and professionally interact with the prime contractor, design professionals, consultants and city staff in accordance with the contract documents, schedule and budget.

The work performed by this class requires incumbents to apply advanced professional knowledge and expertise as well as established guidelines and alternatives to determine facts, analyze problems, and make decisions without immediate supervisory review. Judgment may be exercised in developing designs and design criteria, planning projects, interpreting data from technical documents, determining appropriate methodology to use, and overseeing projects from design through construction.

Examples of Job Duties
Other duties may be assigned as needed.

  1. Provides project management for a new Civic Center; oversees and coordinates the overall construction from beginning to completion.
  2. Reviews the project in-depth schedule to maintain deliverables and maintain costs.
  3. Monitors site and building progress for general compliance with project building plans and specifications.
  4. Oversees, and coordinates with internal departmental staff including Building, Planning, Engineering, and Utilities, all onsite and offsite construction to ensure compliance with construction, building and safety standards and regulations.
  5. Communicates and coordinates with city project team, including architects, consultants and supervisor.
  6. Monitors and coordinates contractor contractual conditions of performance.
  7. Reviews the work progress on a daily basis or as directed.
  8. Prepares and/or monitors internal and external reports pertaining to construction status.
  9. Monitors construction to help prevent problems and resolves any emerging issues in a timely manner.
  10. Manages and mitigates risks.
  11. Manages/monitors all RFI's, change orders, submittals, etc. Ensures all project team members are fully informed as required.
  12. Meets deadlines while having to multi-task with multiple priorities.

Qualifications
A combination of the experience, education, and training listed below which provides an equivalent background to perform the work of this position.

  • Three years experience performing inspection and construction management work, or related professional experience is required.
  • High School diploma or GED.
  • Ability to perform advanced project management duties based on proven experience obtained in construction management, architecture, engineering or related field(s).
  • Ability to plan and see the "big picture."
  • Ability to work independently, keep motivated, and demonstrate excellent time and project management skills while meeting deadlines and monitoring expenses.
  • Knowledge of principles, practices and techniques of construction management and building inspection.
  • Knowledge of construction management processes, means and methods.
  • Ability to read, interpret and apply construction plans, specifications, contracts and other construction documents, and drafting procedures related to program area.
  • Knowledge of modern building products, construction details and relevant rules, regulations and quality standards.
  • Ability to effectively operate windows based computer, including word processing, spreadsheet, design and project scheduling, that support program area.
  • Possession of, or ability to possess within one month of hire date, a Washington State driver's license.

The incumbent regularly works both in an office environment and in the field while performing duties. In the field, the employee is exposed to a variety of weather conditions. While in the field, the employee must stand or walk on variable surfaces including hard, even surfaces and uneven ground, as well as sloped embankments. Employee occasionally works in the right of way or construction sites and may be exposed to physical hazards such as moving traffic and heavy construction equipment. The employee is occasionally exposed to fumes or airborne particles. Indoors, the noise level is usually moderate; outdoors, the noise level may be moderate to loud.

Attendance at some evening meetings is required.
