Description
This position is a full-time, Fair Labor Standards Act overtime eligible, non-exempt position. Attendance at evening meetings or other off-duty events is not anticipated. The incumbent in this position is not a Civil Service employee. This position is eligible for representation through the International Union of Operating Engineers.

General Purpose:
Under general direction, monitors wastewater discharges from local business and industry through sampling and flow measurement, inspects industrial sites for compliance with state, federal, and local environmental regulations. Monitors flow conditions in sanitary, industrial and storm sewer systems.

Supervision Received:
This position reports to an Associate Engineer.

Supervision Exercised:
This position does not supervise.

Examples of Duties
The job duties and responsibilities represented in this job description in no way imply that these are the only duties to be performed. While requirements may be representative of minimum levels of knowledge, skills and abilities to perform this job successfully, the employee will possess the abilities or aptitudes to perform each duty proficiently.

Primary responsibilities include:

  • Develops, tracks and implements pre-treatment agreements;
  • Performs on-site industrial waste inspection and reporting;
  • Provides technical support to customers and industrial wastewater treatment facilities;
  • Performs specialized field analysis on a routine basis throughout the wastewater, storm water and collection systems;
  • Develops, implements, and maintains schedules, reports, and pretreatment records;
  • Identifies non-compliance issues with customers and communicates such issues to appropriate entities;
  • Uses and maintains pH, chlorine colorimeter and dissolved oxygen meters, samplers, and flow meters to monitor industrial users and wastewater collection system;
  • Operates and maintains sampling equipment (samplers, flow meters, computers, etc);
  • Inspect grease traps, grease interceptors and inspect oil water separators throughout the city;
  • Maintain city records and databases of inspections and customer maintenance records;
  • Participate in the development of city wide categorical grouping of industrial customers or other strength based grouping system to identify industry waste loads of all classes of customers;
  • Work with consultants in developing industrial strength based sewer rate based billing system to meet State of Washington requirements;
  • Meet and maintain requirements of State of Washington Department of Ecology, and EPA of the Sumner's Industrial Pretreatment Program;
  • Recommend program changes;
  • Provide field responses to source control complaints, issues or concerns for new and redeveloped work being done under City permit requirements. Follow-up with documentation including escalated enforcement actions.
  • Participate in assessment for Annual Industrial User Survey per City NPDES Permit;
  • Identify, inspect and monitor all industrial customers, warehouses, facilities for compliance
  • Perform and/or oversee sampling and sampling records of commercial and industrial users;
  • Maintain Chain of Custody Records of all field sampling;
  • Assure all commercial, industrial and residential users are charged the appropriate user charge for their waste discharge;
  • Provide BMPs including city educational handouts to commercial and industrial customers;
  • Investigate the source or sources of toxic or non-compatible discharges to the wastewater system;
  • Issue waste discharge permits, monitor industries to assure compliance and follow-up non-compliance;
  • Review commercial plans, engineering reports, proposed plans and specifications for wastewater treatment and oil removal systems; make recommendations as appropriate;
  • Participates in special projects as required;
  • Performs other duties as assigned.

Typical Qualifications
Necessary Minimum Qualifications
Education and Experience:

  • Bachelors degree preferred.
  • Five (5) years as a Source Control Representative, pre-treatment experience or equivalent experience preferred.
  • Or an equivalent combination of education, training and experience that will provide the necessary knowledge, skills and abilities to successfully perform the essential functions of the job.

Necessary Special Requirements:

  • Must hold a Washington State driver's license with driving record free from serious or frequent violations at time of appointment;
  • Must obtain a 24-hour HAZWOPER certificate prior to completion of probation and maintain it thereafter;
  • Must possess or obtain a Basic First Aid/CPR Certificate;
  • Flagging and Traffic Card;
  • WWCPA Wastewater Collection Specialist I (WWC-I) Certification Level 1 or a WWOP Certification Level 1 or satisfactory completion of a City approved Pretreatment course within six (6) months of employment as a requirement of the probationary period;
  • Must attain successful completion of training requirements prescribed by the Department.

  • Use tact, initiative, prudence and independent judgment within general policy and procedural guidelines;
  • Establish, maintain and foster positive and effective working relationships with those contacted in the course of work;
  • Operate a variety of modern office equipment and personal computers in a windows based computing environment, using standard or customized software application programs appropriate to assigned tasks;
  • Provides continuous effort to improve operations and work cooperatively and jointly to provide quality customer service.

Motor Vehicle Records: provides a report on an individual's driving history in the state requested. This search will be run when driving is an essential requirement of the position.
