Job Summary
This professional position is responsible for overseeing the delivery of hydraulic/hydrology aspects of Public Works road and bridge projects; coordinating environmental restoration efforts within the Skokomish watershed and countywide fish barrier removal; implementing stormwater program recommendations; and reviewing new development proposals for compliance with minimum stormwater management design standards. Incumbent education and experience will include an emphasis on some combination of hydraulics, hydrology, geology and natural processes.

Prepares plans, specifications and estimates for a variety of projects. Provides design information and exhibits necessary for environmental documentation, permitting and ROW acquisition. Interprets plans and specifications and addresses questions from contractors during bidding and construction.

Coordinates design and construction schedules, working with Engineering & Construction Manager. Coordinates and facilitates projects both internally and externally, permit and government agencies/departments, contractors, consultants and the public. Provides technical support to the road maintenance division of Public Works.

Prepares scope of work, manages and monitors consultant agreements.

May assign tasks, review work, and/or supervise lower-level Project Engineers and Technicians in the completion of design, construction, and contract administration tasks. Also performs peer review for others.

Provides response for County-wide emergencies. Duties may include inspecting damaged facilities, preparing estimates for repairs and documentation for project funding, consultant coordination, and inspecting emergency repairs.

Attends and participates in professional group meetings, keeps abreast of new trends and innovations in the engineering field. Also performs research on materials, products or other data as required to complete projects.

Shows initiative in performing job functions – has the ability to accurately estimate the time for completion of tasks and meets self-imposed deadlines, requests timely guidance when needed, regularly seeks opportunities to take on additional tasks and responsibilities, and seeks opportunities for training as it becomes available or needed.

Knowledge of:
• Engineering principles, practices, methods, plans, specifications, CADD procedures and drafting standards.
• County, state and federal regulations and codes pertaining to public works, engineering and construction.
• Principles and practices of road construction, including earthwork, roadway, bridge, utility, drainage, erosion and sediment control.
• Design and construction references, including but not limited to: The Highway Runoff Manual; Stormwater Management for Western Washington; Water Crossing Design Guidelines; Western Washington Hydrology Model and conveyance models; WSDOT Design and Construction Manuals; Standard Plans; Plans Prep Manual; AASHTO, and MUTCD.
• Principles of surveying, mapping and construction inspection.
• Project management techniques and procedures.

Ability to:

• Work and communicate effectively and courteously with other employees, the public, outside agencies, Consultants and Contractors.
• Read, interpret and communicate engineering plans and specifications.
• Adapt approved engineering methods to the design and construction of county projects.
• Exercise sound independent professional judgment in making decisions on difficult engineering problems.
• Plan, supervise and coordinate engineering work.
• Analyze and identify problem areas and develop solutions.
• Set work priorities, manage and guide the work of project staff (Engineers, Technicians, Interns, and Consultants) and Contractors, and to mentor less experienced coworkers.
• Identify quality of construction materials.
• Negotiate with contractors, consultants, outside agencies and the public.
• Maintain confidentiality within the department or work group, as necessary.

Minimum Education and Experience (Any equivalent combination of education and experience which provides the applicant with the knowledge, skills, and abilities required to perform the job.)
ENGINEER I - HYDRAULIC ENGINEER
• BSCE or related
• Course and lab work with hydraulic and hydrology emphasis

ENGINEER II - HYDRAULIC ENGINEER
• BSCE or related
• 2 years design experience as an Engineer I or equivalent with emphasis on hydraulics, hydrology, geology and natural processes
ENGINEER III – HYDRAULIC ENGINEER
• Registered as a Professional Engineer in Washington State
• BSCE or related
• 4 years design experience with emphasis on hydraulics, hydrology, geology and natural processes
Licenses, Certification and Other Requirements
• Engineer II - Certification as an Engineer in Training (EIT) is preferred
• Engineer III – Registered as Professional Engineer in Washington State
• A valid Washington State Driver’s License
• First Aid/CPR/AED certification
• Maintenance of current skills and additional training as needed
