Description

GENERAL PURPOSE
The Lead Maintenance Worker - Parks (Lead Worker) is the lead working level in the series which also includes Maintenance Worker I and II and Seasonal Workers. The Lead Worker is distinguished from the Maintenance Worker position by the level of responsibility, authority, and accountability assigned; and the Lead Worker’s division-wide responsibilities. Under general direction of the Parks Resource Superintendent, this position assists in the planning, organization, and oversees all phases of maintenance & operations of the Park Maintenance Division.

SUPERVISION RECEIVED
The Lead Workers are directly supervised by the Parks Resource Superintendent.


SUPERVISON EXERCISED
Lead Workers spend a portion of time in supervisory related activities. For example, Lead Workers assist the Park Resource Superintendent in all aspects of crew supervision, assigning work and organizing work crews and activities including routine maintenance and small capital projects and general work direction; assisting in the completion of performance evaluations; reviewing time-sheets; assisting with hiring and training of Division employees; and providing guidance and instruction.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Assists the Park Resource Superintendent in planning and implementing the goals and objectives of the Division.
Ensures team effectiveness and success in achieving division goals and objectives.
Responsible for assigning, delegating tasks, and for ensuring division employees complete tasks assigned.
Coaches, mentors, and trains division employees.
Provides guidance and instruction in the proper and most efficient method of accomplishing tasks.
Provide technical expertise and may perform some specialized tasks depending on individual expertise and abilities of crewmembers.
Troubleshoot and perform maintenance work in the field, on equipment and facilities as needed including; pruning, planting, picking up litter & trash, cleaning restrooms, repairing vandalism, ball field preparation, fertilizing turf, applying chemicals and using a variety of equipment.
Is a leader in developing and maintaining a team atmosphere, which supports and encourages employees to make suggestions for innovative operational changes.
Ensure crews have the necessary resources available to perform assigned tasks.
Responds to citizen requests, questions and complaints.
Assist in the preparation and monitoring of the division budget.
Maintains necessary records and logs for all parks maintenance, service and safety activities and functions.
Identifies and effectively resolves technical problems related to work assignments.
Punctual, regular and reliable attendance is essential for successful job performance.
Assist other Divisions within Maintenance & Operations for example, supporting and working with Public Works Street crews in the removal of snow and ice from roads, public facilities and parks utilizing snow plows, sanders and other equipment.
Accountable for the successful completion of all assigned tasks; providing necessary equipment and materials; ensuring a positive, cooperative work environment; and ensuring safety rules are followed at all times.
Demonstrates proficiency with computers and software programs for communicating via email (Microsoft Outlook, Microsoft Word, Microsoft Excel and data bases) and assigning, creating and tracking work orders through an asset management software program (CityWorks).


MINIMUM QUALIFICATIONS
Two (2) years’ experience performing the duties of the division, or closely related maintenance function required. Lead Worker, Management or Supervisory experience desired. Any combination of related experience, education and training may be considered that demonstrates the knowledge, skill, and ability to perform the essential duties and responsibilities.


KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of:
Operational characteristics and services related to parks maintenance and operations.
Basic practices, principles, procedures and regulations of park maintenance and operations.
Health and safety regulations and pesticide application
Effective communication principles and practices.
Modern office procedures, methods and equipment including computers and computer applications.
Lead work and training principles, methods and techniques.
Customer service and problem-solving techniques.
Ability to:
Lead, train, delegate and motivate cooperatively towards establishing and maintaining effective working relationships with staff, management, vendors, outside agencies, community groups and the general public.
Operate a variety of tools and equipment utilizing them properly and safely.
Communicate information clearly and concisely to a variety of audiences.
Prepare and maintain routine records, logs and reports.
Demonstrate punctual and reliable attendance.
Analyze situations accurately and adopt an effective course of action.
Applying project management techniques and principles.
Observing and adhering to health and safety regulations.
Plan parks maintenance work load for both routine maintenance and long and short term projects.

 


SPECIAL REQUIREMENTS
Possession of a valid Washington State Driver’s license and good driving record is required at hire. Possession or ability to obtain a Class B Commercial Driver’s License within eighteen (18) months of hire required. Possession or ability to obtain a Washington State Public Pesticide Applicators License within six (6) months of hire required. Possession of or ability to obtain a National Playground Safety Inspection (NPSI) certification within twelve (12) months is required. Valid WA State Flagging certification, CPR, First Aid, AED and Bloodborne Pathogen certifications or ability to obtain within twelve (12) months of hire required. All required licenses and certifications must be kept current. Applicants will be subject to pre-employment drug and alcohol tests and physical examinations. Must be able to successfully complete and pass a background check.


WORK ENVIRONMENT
Indoor and outdoor - in all inclement weather conditions.
Driving a variety of vehicles to conduct work.
Field work may include performing duties in hazardous areas such as: streets, rights-of-way; around heavy equipment or potentially dangerous tools; in/near fast or heavy traffic.
Regular exposure to fumes, dust, odors and loud noise.


PHYSICAL ABILITIES
Operating a computer and other office equipment.
Reading and understanding a variety of materials.
Sitting, standing, walking or otherwise positioning oneself for extended periods of time.
Ascending/descending ladders and working from heights.
Lifting/carrying or otherwise moving or transporting up to 50 lbs.
Wearing proper personal protective equipment as required by policy. Bending, kneeling or crouching, reaching overhead, above shoulders and horizontally or otherwise positioning oneself to accomplish tasks.
