Summary The City of Kirkland, Washington is seeking qualified candidates for the position of Civilian Administrative Commander. This position reports directly to the Police Chief. The City of Kirkland is a full service City with a Council/City Manager form of government. The Police Department’s 2019 - 2020 biennial budget is $57.7 million. The department is currently authorized approximately 140+ commissioned and civilian support staff.
The Civilian Administrative Commander is an exempt position whose responsibilities include managing a major division of the Police Department to include; records, property/evidence, reception, on-line reporting, police facility, animal services, police systems, police applications. In addition, this position also provides labor relations and budget support. The Civilian Administrative Commander should embrace strong leadership and professionalism, while creating an atmosphere of high ethics and respect for staff and the public.

Minimum Qualifications The ideal candidate for this vital position will hold any combination equivalent to: A Bachelor’s degree in public administration or records management or closely related field, and five years of progressive responsible experience in a law enforcement environment, preferably in police records or emergency communications, which includes 3 years of supervisory or management experience. A thorough knowledge of management principles, concepts, methods is required. Graduation from the FBI National Academy, Northwestern University, Senior Management Institute for Police, or similar law enforcement leadership institution is preferred.
Finalist candidate(s) must complete a background check in compliance with Washington State law.
Union Affiliation The Civilian Administrative Commander is a non-represented position. The position is included in the Management and Confidential (MAC) group.
Hours of Work Hours of work to be mutually agreed upon at time of job offer.
Working Conditions Work is primarily performed in an office environment under time sensitive deadlines which are constantly changing. This position may be called into work on short notice. On infrequent occasions when duties are performed in the field, they are performed at community meetings, Department functions, the emergency operations center or a command post.
Compensation and Benefits The Civilian Administrative Commander has an annual salary of $117,768 to $151,956, depending on experience. The City also offers an attractive benefits package including:
