GENERAL PURPOSE This position assists the Information Systems Manager with ensuring the effective operation and maintenance of the City’s enterprise systems, supporting business applications. Works as a liaison between departments and technical staff by translating business needs into technical specifications for execution by the technical staffFamiliar with current computer systems and provide perspective from user or business needMay perform technical duties as required As part of a small team, this position requires collaboration with the IT team as well as internal stakeholders to provide solutions and excellent customer service to City staff. SUPERVISION RECEIVED The Application Systems Specialist works under the direct supervision of the Senior Information Systems Manager. ESSENTIAL DUTIES AND RESPONSIBILITIES Conducts needs and impact analysis on business requests searching for ways to link programs, processes, and systems throughout the organization to achieve optimal efficiency and reusability.Considers how current business systems will be impacted by future development.Leads testing and quality assurance activitiesEnsures proper planning and execution of requirements activities.Facilitates requirements interviews and workshops with project stakeholders, to identify process improvements and system features for complex technical projects, often requiring coordination of multiple functional areas.Analyzes and defines user requirements and translates them into clear and concise system requirements.Understands and documents process flows to uncover and clarify business requirements.Documents data requirements and conducts data analysis for integration and conversion efforts.Collaborates with project teams to ensure continuity and traceability across requirements, design, and testing.Reviews test and implementation plans and coordinates and supports user acceptance testing.Reviews system procedures, guidelines and technical documentation of new systems.Maintain expert level of business functional knowledge and current automated technologies.Works with management to review and test new hardware and software applications for potential use by City departments.Develop and maintain clear and concise user documentationPerforms other duties as required or assigned. KNOWLEDGE, SKILLS AND ABILITIES Knowledge of: Principles and practices of analysis and design of complex computer and communications systems.Data analytics and reporting.Principles of work-flow charting and computer system documentation.Enterprise and desktop applications including financial, asset management, records management and inventory management.Principles and practices of interface design.Troubleshooting principles, methodologies and issue resolution techniques.Principles and practices for project manageCurrent Web technologies, protocols and tools.Enterprise Microsoft Windows server/client environmentsPrinciples and practices of programming and systems analysis.Principles of network client/server relationshipsStandard office procedures. Skills/Abilities: Evaluate user needs, system requirements, and cost effectiveness to develop appropriate alternatives.Develop and maintain clear and concise user documentation.Effectively evaluate computer systems and procedures.Understand the data structures and technical infrastructure used in supported applications.Interface effectively with 3rd party vendors to resolve application issues and support software upgrades.Accurately analyze problems and recommend effective courses of action.Work effectively on several projects concurrently.Explain complex information and procedures to employees and officials lacking technical knowledge.Interact professionally with various levels of employees, officials, and customers.Prepare complex reports, business correspondence, and procedures.Use independent judgment and initiative in developing solutions to problems.Coordinate project timelines and requirements with stakeholders MINIMUM QUALIFICATIONS Equivalent to a bachelor's degree from an accredited college or university with major course work in data processing, computer science, information technologies or a related field. SPECIAL REQUIREMENTS Good driving record and possession of a valid Washington State Driver’s license, or ability to obtain one within one month, is required. PHYSICAL DEMANDS Basic communication skills such as talking, seeing, and hearing are needed for frequent person-to-person contact and telephone usage. Use of hands and fingers to handle objects and control automated equipment and office machines, using finger dexterity. This position further requires continuous hand and finger movement in confined spaces using precision tools and equipment with visual acuity at twenty inches or less. Must have the ability to work in a fast paced environment and meet deadlines. Necessary aptitudes include understanding instructions, numerical aptitude, problem solving, initiative, analytic ability, memory, concentration, and judgment. WORK ENVIRONMENT Work is primarily performed in an indoor office setting with extended periods at a computer.
