Description

Classification Summary:

The Engineering Technician I generally performs the more routine technical work of the position or specific assignment under general supervision. The employee may perform more responsible work but generally does so under closer supervision, in a team setting or with senior staff. At the Engineering Technician I level, the employee is expected to progressively perform higher levels of work and to develop higher levels of knowledge, skills, abilities and other competencies necessary to perform at the Field Engineer I, Engineering Technician II and Field Engineer II levels.

Under general supervision, assists in the planning and completion of public works projects by preparing designs, drafting projects according to specifications and inspecting projects in progress or as completed to ensure project is completed according to City standards. Presents technical engineering and property information to the public, other City Departments, and outside agencies, including architects, engineers and utility companies and resolves issues related to that information. The Engineering Technician II exercises considerable independence in performing engineering studies and projects, assessing technical data or engineering plans and performing engineering tasks and plan review functions in a specialty area. Positions in this classification have a thorough understanding of the policies and procedures and receive only occasional instruction or assistance as new or unusual situations arise. The primary role is to perform design and drafting on projects of a higher complexity and requiring a higher level of competency than required for projects and tasks assigned to the Engineering Technician I. Incumbents work as part of a team and on a regular basis, serve as a lead worker and provide training and assistance to Engineering Technician I positions as well as other City and outside agency personnel.

Examples of Work Performed (Illustrative Only):

The following list reflects the essential job duties and responsibilities of the Engineering Technician II classification, but should not be considered all-inclusive.  The incumbent will be expected to perform other related duties as assigned.                                                                                                 

  • Researches city right of way, property titles, existing street designs, underground utility locations and other relevant data and develops preliminary designs for the more complex and highly technical proposed public works projects.
  • With minimal supervision, designs and drafts plans and profiles for the more complex and highly technical projects and reproduces and plots drawings for utility comments, in-house review and contract bid openings.
  • As a team leader, provides routine guidance and direction to the Engineering Technician I, field crews, inspectors, surveyors and other city and outside agency personnel related to complex project designs.
  • On complex and primarily heavily traveled arterial streets, designs traffic striping plans, construction detour and signing plans, designs traffic signals and wiring diagrams under the general supervision of the Transportation Manager.
  • Completes project quantity takeoffs and preliminary cost estimates as required to monitor design parameters and provide timely alerts to the Design Services Manager of possible budget problems.
  • Assists and prepares federal documentation for federally funded projects through Washington State Department of Transportation
  • Assists and prepares environmental documentation for projects.
  • Interacts with public, contractors and utility representatives to respond to inquiries.  Provides and receives design and project impact and design information and/or refers individual(s) to supervisor or other appropriate personnel to resolve issues.  Facilitates resolution of project conflicts related to design issues.
  • Performs all duties of Engineering Technician I position as required.
  • Must be ready to assist inspectors, and survey crew at short notice.
  • Performs other related duties as assigned.

Employment Standards

This position requires an Associate's degree in civil engineering technology or related field, and three or more years of previous experience at the Engineering Technician I, or performing at an equivalent level of work, one of which must be as a City of Kennewick employee. Substitution of experience for education will generally not be allowed for the Engineering Technician II position.  

  • Must possess and maintain a valid State of Washington driver's license.
  • Must pass a criminal background investigation.
  • Must be ready to assist inspectors, and survey crew at short notice.
  • Must maintain a level of mental and physical fitness required to perform the essential functions of this classification.

To perform the essential functions of the classification, incumbents must be able to meet the following physical requirements: must regularly talk, hear/listen, see/observe, sit, stand and walk; must regularly demonstrate fine motor skills; must occasionally exert up to 10 pounds of force.
