Open until filled. First review of applications will be on Dec. 26th. This is a technical paraprofessional engineering position with an emphasis on project review of development within the city for conformance to construction codes, ordinances, and standards. The position will also perform civil engineering design drafting work in preparation of construction plans and other engineering drawings, as well as assisting with advertising, bidding and award evaluation for the City's capital projects. The incumbent is part of a collaborative work team that is responsive to inquiries from the public, contractors, consultants, engineering professionals, and staff. Work is characterized by a variety of duties and responsibilities associated with project plan review of private development and the issuing of related permits. Incumbent is expected to possess knowledge of construction practices and standards related to streets, utilities, and subdivisions; knowledge of related building and construction codes; and an understanding of deeds and easements. Incumbent may be expected to have technical knowledge and proficiencies in record keeping, graphics, computer-aided drafting, use of GIS software, and the ability to make construction materials estimates and related calculations. Work is performed with limited supervision. The supervisor sets the overall objectives and resources available; once the incumbent gains proficiency in assigned tasks, more independence and discretion is expected in handling projects and priorities. The incumbent and the supervisor work together to develop deadlines, projects and determine work to be completed. The incumbent is responsible for the work, plans and carries out the assignments, resolves most conflicts that arise, coordinates work with others, and interprets policies on own initiative in terms of established objectives and professional judgement. The incumbent keeps the supervisor informed of progress, potentially controversial matters, or far-reaching implications. Work is reviewed in terms of feasibility, compatibility with other work, or effectiveness of results. The employee frequently is required to sit for extended periods of time and type on a keyboard for extended periods of time. The employee is occasionally required to stand; walk; reach with hands and arms; climb or balance; and stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 35 pounds. Specific vision abilities required by this job include close, distance, color, and peripheral vision; depth perception; and the ability to adjust focus.
Work is usually performed in an indoor office environment, subject to driving to offsite locations to review/inspect progress of assigned projects or to investigate complaints. While performing the duties of this job, the employee may occasionally be exposed to outdoor weather conditions, noxious odors, uneven terrain, different heights and depths of surfaces, vehicle traffic, and individuals who are irate or hostile. The noise level in the work environment is usually moderate in the office and loud to very loud in the field.
Evening or variable hours to attend meetings will be required. Qualifications:
Education, Training and Experience Guidelines
Education: Two-year degree in construction or engineering technology with a civil engineering emphasis;
Experience: Three years progressively responsible engineering support work experience;
Or: Any combination of education and experience which provides the applicant with the desired skills, knowledge and ability required to perform the job, may be substituted for these qualifications. Examples of these skills include:
