This is a technical paraprofessional engineering position with an emphasis on project review of development within the city for conformance to construction codes, ordinances, and standards. The position will also perform civil engineering design drafting work in preparation of construction plans and other engineering drawings, as well as assisting with advertising, bidding and award evaluation for the City's capital projects. The incumbent is part of a collaborative work team that is responsive to inquiries from the public, contractors, consultants, engineering professionals, and staff.

Work is characterized by a variety of duties and responsibilities associated with project plan review of private development and the issuing of related permits. Incumbent is expected to possess knowledge of construction practices and standards related to streets, utilities, and subdivisions; knowledge of related building and construction codes; and an understanding of deeds and easements. Incumbent may be expected to have technical knowledge and proficiencies in record keeping, graphics, computer-aided drafting, use of GIS software, and the ability to make construction materials estimates and related calculations.

Work is performed with limited supervision. The supervisor sets the overall objectives and resources available; once the incumbent gains proficiency in assigned tasks, more independence and discretion is expected in handling projects and priorities. The incumbent and the supervisor work together to develop deadlines, projects and determine work to be completed. The incumbent is responsible for the work, plans and carries out the assignments, resolves most conflicts that arise, coordinates work with others, and interprets policies on own initiative in terms of established objectives and professional judgement. The incumbent keeps the supervisor informed of progress, potentially controversial matters, or far-reaching implications. Work is reviewed in terms of feasibility, compatibility with other work, or effectiveness of results.

Essential Duties and Responsbilities

Essential duties and responsibilities may include, but are not limited to, the following: 
  • Review construction plans for conformance with the Lake Stevens Engineering, Development and Design Standards, construction codes and the Stormwater Manual for Western Washington. Evaluate the design of private developments within the City.
  • Interact with and understand issues related to construction codes that govern the structures incorporated within projects.
  • Meet with developers, architects, contractors, engineers and other City divisions and departments to provide information and coordinate projects.
  • Visit proposed sites to evaluate variable on-site conditions, such as drainage and traffic access, with proposed development plans
  • Visit existing sites to evaluate violations with adopted codes, ordinances and standards.
  • Prepare and maintain various base and specialty maps, charts, project schedules and presentation information using available maps and various other technical and policy resources.
  • Update construction drawings for as-built using manual and computer-aided drafting tools.
  • Perform civil engineering design drafting work in the preparation of construction plans and other engineering drawings for City departments.
  • Assist in preparation of capital projects for advertising, bidding and evaluation for award.
  • Assist in preparation of graphics for presentation to staff, City officials, other agencies, neighborhood/community groups, or others.
  • Represent the City at various meetings and hearings regarding proposed or in progress construction projects.
  • Provide information and direction over the telephone, online and in person to citizens, architects, engineers, contractors, and surveyors relating to Public Works issues and permit requirements.
  • Prepare and maintain various reports and records related to projects.

The employee frequently is required to sit for extended periods of time and type on a keyboard for extended periods of time. The employee is occasionally required to stand; walk; reach with hands and arms; climb or balance; and stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 35 pounds. Specific vision abilities required by this job include close, distance, color, and peripheral vision; depth perception; and the ability to adjust focus.
Work is usually performed in an indoor office environment, subject to driving to offsite locations to review/inspect progress of assigned projects or to investigate complaints. While performing the duties of this job, the employee may occasionally be exposed to outdoor weather conditions, noxious odors, uneven terrain, different heights and depths of surfaces, vehicle traffic, and individuals who are irate or hostile. The noise level in the work environment is usually moderate in the office and loud to very loud in the field.

Evening or variable hours to attend meetings will be required.
 
Qualifications:
 
Education, Training and Experience Guidelines
Education:  Two-year degree in construction or engineering technology with a civil engineering emphasis;
Experience:  Three years progressively responsible engineering support work experience;
Or:  Any combination of education and experience which provides the applicant with the desired skills, knowledge and ability required to perform the job, may be substituted for these qualifications.  Examples of these skills include:

Knowledge of:
  • Standards, laws, codes, regulations, and ordinances related to construction and building projects and subdivisions.
  • Federal, state, and local subdivision regulations, boundary control and surveying.
  • Applicable federal, state and local laws, codes, regulations, policies and procedures related to water, wastewater and sanitary sewer systems, streets and other assigned areas.
  • Modern engineering methods as applied to the design, project management and construction of public works, public utilities, transportation, storm water management and general construction.
  • Mathematics and formulas for civil engineering computations.
  • Structure, organization and interrelationships of city departments, agencies and related governmental agencies and offices affecting assigned functions.
  • Interpersonal skills using tact, patience and courtesy.
  • Effective oral and written communication principles and practices to include public relations, public speaking and professional business letter writing.
  • Research methods and report preparation and presentation.
  • Modern office procedures, methods, and equipment including computers and computer applications such as: word processing, spreadsheets, and statistical databases.
Ability to:
  • Maintain regular, predictable and reliable attendance during scheduled hours.
  • Participate as a contributing member of a service-oriented team.
  • Organize work for maximum efficiency.
  • Review residential plans for compliance with adopted construction codes.
  • Apply mathematics include algebra, geometry, trigonometry and calculus.
  • Read and interpret construction plans, engineering plans, survey notes and legal descriptions.
  • Maintain records and schedules and submit reports as required.
  • Prioritize work to meet frequent deadlines.
  • Work safely and in compliance with federal and state laws and regulations, and with City policies and standards.
  • Establish and maintain effective working relationships with staff, management, vendors, outside agencies, community groups and the general public.
  • Demonstrate positive and effective support, interaction and communication with individuals of diverse social and economic backgrounds.
  • Analyze situations accurately and adopting an effective course of action.
  • Maintain confidentiality and communicate with tact and diplomacy.
  • Communicate effectively, orally and in writing, including the ability to listen effectively and to explain applicable legal requirements, policies, and procedures to internal and external customers.
  • Perform research and analysis on engineering, environmental or water resources issues.  
 Licenses or Certificate Requirements:
  • Valid State of Washington Driver's License; and a driving record which meets the city's requirements. 
  • Engineer in Training (EIT) is preferred.
  • Development review experience is preferred.
  • Completion of position-relevant background check.
