For one position: Wastewater OIT, Wastewater Group I Operator, Wastewater Group II Operator, or Wastewater Group III Operator (DOE)
Department: Municipal Services
Reports To: Wastewater Division Supervisor

OVERVIEW OF THE POSITION: Performs a variety of skilled and semi-skilled tasks, performs laboratory testing using Department of Ecology approved methods. Regulates bio-solid collection and treatment. Maintains the treatment facilities including the collection system and lift stations. Operates a variety of machinery and equipment.

OCCUPATIONAL CERTIFICATES/LICENSES: Because of the time constraints required to obtain the different certificates, an applicant cannot qualify for the upper levels without required years of on-the job experience and or completed group certification.

Possession of a Washington Class A commercial driver’s license (CDL) with an “N” endorsement without air brake restrictions is required. However, qualified applicants may be considered if the above referenced license can be obtained within 6 months of employment.

Operator-in-Training (OIT): Washington State Wastewater Treatment Plant Operator-in-Training Certificate of Competency is required.
Salary Range: $3366 - $4038 monthly

Group I Operator: Washington State Wastewater Treatment Plant Operator Group I Certificate of Competency is required.
Salary Range: $3463 - $4155 monthly

Group II Operator: Washington State Wastewater Treatment Plant Operator Group II Certificate of Competency is required.
Salary Range: $3870 - $4839 monthly

Group III Operator: Washington State Wastewater Treatment Plant Operator Group III Certificate of Competency is required.
Salary Range: $4278 - $5347 monthly

Any combination of experience, training, or education that demonstrates the knowledge, skills, and abilities to operate the plants safely and efficiently.

ESSENTIAL DUTIES: (The following is representative of the duties of a Wastewater Treatment Plant Operator. Not every job element will be done by each Operator. Specialized assignments will be made by appropriate supervision.)

Daily, weekly, monthly, quarterly, and semi-annual duties (as assigned by appropriate supervision) include: reading meters, changing flow and pH/Conductivity charts; conducting daily tests; checking and maintaining treatment facility components and equipment (HVAC, blowers, grinder/auger, degritter, potable and irrigation wells); checking fine screens, and keeping debris from treatment plant units, rapid infiltration basins, and diversion structures; and checking and maintaining the irrigation systems.

Checking and maintaining automatic samplers; collecting composite samples for analysis at the treatment plants; and updating quality assurance/quality control graphs.

Collecting samples from the treatment plants and monitoring wells; performing laboratory tests as required by the State Waste Discharge Permit and for process control, and preparing samples to be analyzed by an outside laboratory, recording and interpreting data with the division supervisor or foreman; checking, cleaning, and calibrating flow recorders, remote pH/Conductivity probes and meters at the Combined Operations Facility and the treatment plants; preparing Discharge Monitoring Reports for the Department of Ecology on computer spreadsheet; maintaining emergency equipment (first aid kits, chemical spill kits, and eye washes); and flushing and checking emergency shower.

Maintains the Laboratory Accreditation as required by the Department of Ecology by performing Performance Evaluation of samples provided by the Environmental Protection Agency, run check standards, duplicates, and maintain quality assurance and quality control graphs.

Incorporate a regular preventive maintenance program into the routine work schedule as provided by manufacturers manuals; check generators for proper operation, oil, coolants, filters, adding or changing as needed; maintain sludge storage basins and drying beds; transfers sludge into drying beds; rakes and grades windrows using a tractor; and samples as required.

Checks aeration basins for unusual turbulence, buildup of debris and cleans as needed; checks aeration control valves, aeration chains with bubbler diffuser and inspects, cleans, and/or replace as needed using a boat.

Checks clarifiers for buildup of debris and cleans as needed; maintains sludge removal system air pump, valves, channels and weirs; checks scum removal system, adjusts scum troughs, spray system, scrubs and washes as needed; checks effluent weirs, covers, and cleans as needed by scrubbing and washing; checks blowers for proper operation, filters, oil levels, and changes oil and greases as required.

Checks the UV system for proper operation; cleans and replaces lamps as needed; and cleans the channel of solids if present.

Performs other work as assigned.

Performs major and minor maintenance tasks at all wastewater treatment facilities and collection systems, using maintenance equipment (flush truck, rodder, backhoe, loader, trucks), and the SCADA computer program to determine lift station/treatment facilities status.

Trains division personnel in collecting samples and in performing laboratory testing. Cross trains with division personnel in operations and maintenance of the collection system and lift stations.

Checks lift stations and standby generators, records and interprets data with the division supervisor or foreman.

WORK SCHEDULE: The "normal" work schedule is 40 hours per week, 8 hours per day, 80 hours per pay period. The exact schedules which provide seven-day per week coverage are assigned by management. Working evenings, weekends, and holidays will occasionally be required. Alternate schedules such as a 4-10 day may be implemented in certain circumstances. The City of Moses Lake requires punctual attendance, working on-site as necessitated by job elements, working a full-time schedule, working overtime as necessary, and working effectively and productively with others. Unexcused or unauthorized full or partial absences during any scheduled shift, arriving late, or leaving early, for whatever reason, may result in disciplinary action, up to and including termination of employment. Time off may be approved if allowed by applicable policies covering illness, injury, personal emergency, or other personal time off.

TRAINING PERIOD: In order to experience the full range of responsibilities and duties, employees will serve a review and evaluation period of 12 months. Exact duration will be established by supervision.
