BASIC FUNCTION:

Under the direction of the Public Works Director or as assigned, assist civil engineers and/or higher level engineering technicians in preparing preliminary designs through final pans; support traffic engineering studies; inspect construction projects for compliance with established standards; and review development and right-of-way permit applications for compliance with established codes and standards.

ESSENTIAL JOB FUNCTIONS:

  • Perform responsible duties to assist in the permit process; provide information and support for surface water and street programs; furnish technical advice and assistance to the public regarding public works requirements and permit conditions.
  • Perform a variety of engineering drafting activities to prepare plans for projects such as street, storm systems and facilities. Prepare exhibits and assist in presentations to other departments, Council meetings and the Hearing Examiner.
  • Perform calculations requiring a thorough knowledge of trigonometry and geometry for use in assessment roles for Local Improvement Districts, late comers, survey project data and easements; perform civil engineering research as directed.
  • Operate a personal computer.
  • Apply survey information and reduce field notes to complete base mapping and draft designs and drawings for various engineering and planning projects such as storm sewers and streets.
  • Review right-of-way permit applications for compliance with City standards and codes; communicate with applicants about requirements; calculate permit fees; and issue permits.
  • Review and respond to public requests and complaints; research, investigate and resolve issues and complaints and recommend appropriate corrective action.
  • Update maps and files as required; request and obtain County maps as required; maintain a data base on the right-of-way permit system.
  • Establish preliminary project budgets by performing cost estimates as required for public works projects.
  • Prepare and maintain a variety of records and reports related to streets, storm systems, landscaping, inventory, plats, and right-of-way permits.
  • Maintain records of construction projects and right-of-way permit inspections.
  • Perform related duties as assigned.

KNOWLEDGE OF:

  • Principles and practices of civil engineering.
  • Methods, techniques and instruments used in engineering drafting, surveying and mathematics, including algebra and geometry.
  • Computer-aided drafting software and hardware desirable.
  • Municipal government operations.
  • Engineering plans and specifications.
  • City organization, operations, policies and objectives.
  • Laws, rules and regulations related to assigned activities.
  • Oral and written communication skills.
  • Report writing and plan interpretation techniques.
  • Interpersonal skills using tact, patience and courtesy.
  • Record-keeping techniques.
  • Telephone techniques and etiquette.

ABILITY TO:

  • Perform responsible duties to assist in the permit process.

  • Operate computer software for permit issuance and tracking.
  • Perform technical engineering duties related to assigned area of specialty.
  • Prepare design drawings and sketches.
  • Learn, interpret and explain City, State, Federal and APWA codes, ordinances, specifications, policies, procedures and standards.
  • Read, review and understand engineering plans and specifications.
  • Perform cost estimates and complex computations.
  • Interpret survey notes and plans.
  • Communicate effectively both orally and in writing.
  • Analyze situations accurately and adopt an effective course of action.
  • Maintain records and prepare reports.
  • Meet schedules, time lines and commitments.
  • Establish and maintain cooperative and effective working relationships with others.
  • Physical ability to perform the essential job functions.
  • Demonstrated ability to positively and effectively interact with diverse individuals to accomplish a common goal.

EDUCATION AND EXPERIENCE:

Any combination equivalent to: graduation from high school, supplemented by college-level course work in civil engineering, drafting and mathematics and three years increasingly responsible civil engineering experience.

LICENSES AND OTHER REQUIREMENTS:

Valid Washington driver’s license.
