SUMMARY:

The City of Sammamish is a young but growing city with more than 63,000 residents. It is located on the eastern shore of Lake Sammamish, approximately 12 miles east of Seattle. Public Works is seeking two motivated, team oriented, customer focused Senior Signal Technicians who wholly embrace safety as paramount and want to join a fun and growing department. The City’s traffic control device inventory includes about 26 traffic signals, 70 school zone and crosswalk flashers, and 30 speed radar signs as well as an Intelligent Transportation System. We currently contract with King County to provide signal maintenance and construction services since incorporating in 1999. The City is preparing to bring most of that work in-house and these positions will play a critical part in ensuring the success of this new program, which includes construction and operation of the City’s first Traffic Management Center.

Under the supervision of the City’s Traffic Engineering Manager, performs skilled technical work in the installation, construction, maintenance, repair, and inspection of traffic signals, video, and street lighting systems; and various other electrical and electronic systems and equipment. Work may be performed under minimal direction; include supervision of contractors; scheduling daily and annual operations; and work in inclement weather, nights, holidays or weekends.

WORK ENVIRONMENT:

Work is performed in an office and an outdoor environment in all types of weather. Equipment used includes personal computers, standard office equipment and complex test equipment including Multi-meter, Oscilloscope, and specialized electronic equipment, and various construction equipment including bucket truck, forklift, backhoe and various other support equipment. Hazards include working at heights, exposure to traffic, fumes and electricity.

ESSENTIAL FUNCTIONS:

Plans, schedules and supervises the work activities of contractors and provide assistance, guidance and direction as needed.Receives and investigates complaints and inquiries from the general public.Plans and schedules routine and preventive maintenance tasks.Reviews plans, specifications and systems designed by consultants for technical adequacy.Coordinates with Public Works’ engineers, maintenance staff or consultants to ensure design, location and construction of signals and street lighting systems meet all city, state, and federal requirements.Maintains various types of traffic video systems throughout the city.Operates, troubleshoots, and programs traffic signal parameters as needed. Implements timings as directed by City’s traffic engineer and operates in a network environment.Installs, maintains and repairs new and existing traffic signal equipment, including but not limited to controllers, cabinets and associated wiring, signal heads, vehicle loops, vehicle detection amplifiers, emergency pre-empt equipment, video equipment, and microwave detection devices.Maintain and repair shop electronic test equipment and repair solid state controllers and traffic counters.Install underground conduit, wire, handholds, junction boxes, cabinets, switchboards, controllers, and electrical power for controllers.Installs and repairs traffic loops, cleans, paints, repairs and relamps traffic signal heads and cabinets as required.Removes or installs overhead street signs.Designs, builds and maintains signal section specific test equipment.Coordinates work projects with public or private sector agencies.Assists in count analysis, speed studies, travel time and delay studies, gap studies, and traffic signal warrant studies.Performs safety inspection of work sites and crew and ensures compliance with safety rules and regulations.Interprets engineering drawings, sketches and other specifications; may draw or sketch work to be performed.Uses proprietary software for testing and preparation of equipment.Prepares, maintains, and develops all necessary records of traffic signals and equipment malfunctions; repairs, troubleshoots and conducts preventive maintenance;Ensures maintenance schedules are maintained for all electrical and electronic traffic control devices; and ensures appropriate inventory records are maintained on all electrical and electronic traffic control devices.Orders and maintains inventories of system attributes and parts supplies.Installs, maintains and repairs new and existing street lighting equipment, including but not limited to controllers, cabinets, poles, luminaries, and associated wiring.Locates street light and traffic signal wiring for contractors and utility companies.Repair and maintain wood and steel poles, energized overhead and underground cable, conduit and wiring system.Performs other related duties as assigned.

QUALIFICATIONS:

Education and Training:

High School Diploma or GED and three (3) years journey-level experience installing, constructing, maintaining and calibrating electronic control or measuring devices comprised of solid state electronic systems in the signal trade or an equivalent combination of related education and experience.

Licensing and Certification:

Valid Washington State Driver's License with CDL Class A endorsement and have a driving record free of serious or frequent violations. Possession of the International Municipal Signal Association (I.M.S.A.) Level II or III Certification for Traffic Signal Technician. Certification as a journey level electrician is preferred.

Knowledge, Skills, and Abilities:

Plans and conducts activities in a manner that protects own and other’s safety.Knowledge of troubleshooting, repair, installation and calibration of electrical and electronic systems including; telemetry, lighting, computer control, fiber optics and network.Knowledge of MUTCD, NEC and the Washington State Electrical Code.Ability to interpret electronic schematics and symbols as well as troubleshooting and repair of complex electronic equipment.Ability to read and interpret electrical plans and perform all phases of electrical work.Ability to use standard office equipment and associated peripherals and software including AutoCAD.Must have the ability to communicate technical information clearly and concisely, both verbally and in writing to a wide range of audiences including the general public.Must be able to be assigned to Emergency Response Status and able to respond in emergency situations.Ability to perform job duties of the Sr. Traffic Signal Technician position.Ability to work and operate a bucket truck/manlift up to 60' height.

Required Physical Traits
