**This recruitment will b used to fill two non-permanent positions through June 2019 with a possible extension subject to funding. This recruitment may be used to establish a qualified pool of applicants to fill future vacancies.

How would you like to:

Work in an applied research shop that gives you a ring-side seat to the legislative process. These twopositions will perform a variety of professional-level program and research work for the Research Services section, which is located in the Community Assistance and Research Unit in the Local Government Division. These positions are responsible for producing high-quality local government fiscal notes in a timely and through fashion. One position will have a focus on the policy areas of social services and labor issues and the other will have a focus on the policy area of criminal justice.

Duties
Produce local government fiscal notes:

One position will conduct research and write fiscal notes in the policy areas of social services, including children's services and public health, and labor and pension issues. The other position will focus on criminal justice, including juvenile justice, law enforcement, and impacts to prosecution and indigent defense.
Respond to fiscal notes requests within a specified turn-around time, using a variety of analysis tools to meet guidelines established by the Office of Financial Management (OFM), the Legislature, and the section.
Collect and present data from local governments in an accurate, objective, and through manner that informs policymakers on key revenue and/or expenditure aspects of proposed legislation.
With the guidance of the unit manager, negotiate with lead agencies to resolve any disagreements on analytical assumptions.
Qualifications
Required Education
A Bachelor's degree.
Required Experience
A combination of one or more years of experience or college level coursework in each of the following:

Interpreting the technical and political implications of legislation;
Writing concisely, clearly, accurately, objectively, and with appropriate analytical rigor about policy issues that may be technically complex and politically controversial
Interacting effectively with a colleagues, clients, stakeholders, and governmental officials
Functioning effectively in an environment dominated by tight, competing, and often fluid deadlines.
